(CBS)  "People of America," he says, "lend me your ears."

So says the most wanted man in the world, Osama bin Laden, appearing in a new videotape which has surfaced nearly six years after the attacks of September 11, 2001.

In it, he rails against Western corporations, neoconservatives, and Democrats in Congress, telling Americans they had voted for Democrats to stop the war, but in his words, the majority party hasn’t made a move worth mentioning.

CBS News consultant Michael Scheuer, a former CIA analyst and author of "Imperial Hubris: Why the West Is Losing the War on Terror" and "Through Our Enemies' Eyes: Osama bin Laden, Radical Islam, and the Future of America" (Potomac), has been critical of the administration's efforts to capture bin Laden, and says the newly-released video shows an al Qaeda leader taunting the U.S. for failing to catch him.

Scheuer spent years tracking al Qaeda as the head of the CIA's bin Laden unit.

Discussing the video with CBS Saturday Early Show anchor Maggie Rodriguez, Scheuer said, "First of all, the setting is very relaxed, very comfortable. He is not in his camouflaged jacket. There's no rifle. What he is trying to say is that he is under no pressure from the Americans. The Americans are failing in their effort to kill him, and in their effort to destroy al Qaeda."

Of our progress in battling al Qaeda, Scheuer said, "It points directly to the fact that we failed utterly in Afghanistan to send enough either intelligence officers or military people.

"You know, we have about 30,000 troops there, and we've asked them to defeat the Taliban, keep President Karzai's government in power, build a democracy, eradicate the opium industry - and in their spare time go after Osama bin Laden."

The mere appearance of bin Laden, four years after the last new video recording and six years after the 9/11 attacks, "is the reminder of a failed policy."

The tape's script seems calculated to authenticate its currency by including pointed references to the British Prime Minister Gordon Brown and French President Nicolas Sarkozy, both of whom took office earlier this year.

Informed sources tell CBS News they now believe he is holed up in a rugged no-man's land in Northern Pakistan.

"Well, I think they're blowing a little bit of smoke," Scheuer said. "They have to say something now that he is back in the public eye, but if you look at the territory, it is impossible to find any single person up there, and we don't have enough people to do it, and we respect Pakistan's sovereignty. I guess they're not going to go into Pakistan."

Bin Laden makes mention of Scheuer's writings, saying in the tape, "If you would like to get to know what some of the reasons for your losing your war against us, then read the book by Michael Scheuer."

Scheuer said the referral makes the point that the former CIA analyst communicates what recent American presidents have not said about the nation's war against Islamic fundamentalism.

"The war is motivated on the enemy's side by the impact of our policies," he said. "It's not about democracy. It's not about women's rights. It's not about freedom or elections. It has everything to do with the impact of our foreign policy in the Muslim world. It's not to say that our policy is wrong, it's simply to try to understand the motivation of your enemy."

The Intel Center, an independent analysis group which has studied the tape, said that bin Laden makes no overt threat, no indication of an impending attack upon America or its citizens. Homeland Security Director Michael Chertoff has also said there is no reason to push the panic button now.

But Scheuer is not convinced.

"The Intel Center is almost always right," he said. "I think there's an overwhelming threat in it. Bin laden, again, offered us a chance to convert to Islam, which is required in their religion before they attack us. So to say there's no threat in this message is just 180 degrees incorrect."

And the timing of the message, on the eve of the anniversary of the September 11 attacks, "is not a coincidence at all."

"He is gloating. They think they're winning, and I think they're probably correct at the moment."

Wow, All this time and I never knew and I still don''t know the reason for giving these types of people the victory they desire. I am curious. What is the good outcome for the US by throwing in the towel and handing our enemies a victory?

I have heard the criticism of our lack of troop strength in the whole Iraq thing. How did we lose the ability to field 500,000 boots on the ground? We could do it in 1991, and we could not in 2003. How exactly did we get there?

Bear in mind that Mr Scheur did not catch this guy either. If we are losing, then we have to fight harder.

To Michael Scheuer:

You have been on target all along.

I am part of the federal bureaucracy and the highest level players in my agency have no clue as to the worldview of AQ and AQ-affilate operatives. They are complacent, relying on the giant white elephant called DHS and the FBI to prevent attacks while refusing to put money into training and layered security at the local level.

The trend has been the emergence of AQ affiliates at the local level in Europe and North America, and they refuse to shake the complacence of the pre-9/11 world.

The local and state governments have been far in front of the federal government in anti-terrorism efforts. And part of the problem is the shoveling of billions of dollars to local and state security and training infrastructures while ignoring the needs of federal agencies. There is no money unless you are the military or DHS or the FBI. It is pure, total negligence.

When the next 9/11 occurs, and it will, there will be a lot of high level people who, in their arrogance and ignorance, neglected their own federal security infrastructure. A local police officer has more training in antiterrorism than the average federal law enforcement and security professional.

Keep up the good work, Michael! They need a waking up in the federal government!

I''''m glad Katie got over to Iraq to see all the death and destruction that CBS is in part responsible for.

The fact of the matter is that Katie and the corporate crew have been Cheerleaders for Cheney since Day One. Rather than asking ANY questions about that WMD lies and fake Al Qaeda -- Saddam links, they simply reguritated the Cheney-Bush lies. The did this even as two reporters from Knight-Rider were pointing out the LIES BEFORE the Invasion. But CBS just waved the flag, put all the fancy war-graphics on their nightly news, put their head in the sand, ignored the anti-war voices who knew the truth, and let America get sold a pack of deliberate WMD LIES.

So, welcome back Katie, from the land of death and destruction that you helped cause. Have you apologized for the CBS role in the murder of so many civilians??

Personally, I liked the fat bin Laden impersonator who wrote with the wrong hand and wore jewelry...the one whose classic work was discovered on the floor of an Afghan hovel where he claimed credit, allegedly, for the 9-11 attacks. This guy, with his fake Gray-away beard treatment and sour, Mother-Teresa-like presence in a real downer....Let''s hope that the production boys that SITE is connected with will have their people talk with the fake bin Laden''s people and they get some kind of oompf into his next performance...I mean, if you''re a gungho al-CIAda member...this OBL really rains on your jihad parade...where''s the enthusiasm? the inspiration? the leadership? He comes across as the Elmer Fudd of the Islamic world...a real Lieberman...what a putz! Contrary to popular belief and misconception, Bush''s priority is not capturing or killing Bin Laden. It has always been Iraq and Bin Laden offers the excuse and opportunity to go into Iraq for a whole sundry list of nonsensical reasons, and the American public just bought it. While Bin Laden is fighting for a misguide cause, Bush and Cheney are fighting for oil in YOUR NAME and in the name of democracy! The Muslim extremists stand ready to die for their beliefs, American soldiers are dying for the benefit of Bush and cronies. Of the two reasons, the latter is downright stupid.

Plus, Hillary''''s now shilling all over the place in favor of outsourcing and increasing the H1 visas to bring in even more foreign scabs to permanently kill off even more jobs for skilled US workers-- much cheaper, those folks from abroad, than US-trained workers who actually have college and other bills to pay. I was supporting Hillary Clinton until I found out about her India connection and support for outsourcing and then instantly lost interest! That killed it for me! Those expressing support for Hillary were all females, no men! Women will support Hillary Clinton strictly because she is a female and don''t seem to care about her agenda which is scary! Hillary has overwhelming support from non-professional women and it will be a factor in the election. Just because I report things I''ve heard or experienced don''t mean I support it personally. I hang out all over, I mix it up, I really enjoy experiencing different food from different cultures, America rocks in that regard! If I had to Vote this moment I would probably pull the lever for Mike Huckabee, a very honest man, but I''m still undecided.
