(CBS/AP)  President Bush commemorated Hurricane Katrina's devastating blow Wednesday with a somber moment of silence. Across town, in a symbol of a federal-city divide that persists two years after the killer storm, New Orleans Mayor Ray Nagin marked the levee-breach moment with bell-ringing.

"Better days are ahead," Mr. Bush said as he sought to assure residents that his administration had not forgotten the region and would make good on the promises of aid.

"We're still paying attention. We understand," the president said at a recovering school in the Lower Ninth Ward, a predominantly black, low-income area that was all but obliterated by the storm.

Wreaths were laid, prayers were said, and bells were rung across New Orleans to commemorate this day two years ago when Katrina went from being a name to a nightmare, reports CBS Evening News anchor Katie Couric.

Katrina was a Category 3 hurricane when it hit the Gulf Coast, broke through levees in New Orleans and flooded 80 percent of the city.

The storm ravaged the city, and despite many promises to rebuild, much of New Orleans remains in ruins, adds Couric.

"We fully understand New Orleans can't be rebuilt until there is confidence in the levees," President Bush said Wednesday.

By the time the last of the water dried up weeks later, more than 1,600 people across Louisiana and Mississippi were dead, and a shocked nation was looking at miles of wrecked homes, mud and debris from the worst natural disaster in its history.

"We ring the bells for a city that is in recovery, that is struggling, that is performing miracles on a daily basis," Nagin said at a groundbreaking ceremony for a memorial that will be the final resting place for more than two dozen still-unidentified victims.

After he spoke, a large bell tolled a dozen times and a crowd rang hand-held bells for more than a minute to remember the victims.

"The saddest thing I've seen here is that there are 30 human beings who will be buried here one day that nobody ever called about," said David Kopra, a volunteer from Olympia, Wash., holding back tears. "It says something to my heart. This city needs so much care."

The front page of The Times-Picayune advertised a scathing editorial above the masthead: "Treat us fairly, Mr. President." It chided the Bush administration for giving Republican-dominated Mississippi a share of federal money that it said was disproportionate to the lesser impact the storm had there than in largely Democratic Louisiana. "We ought to get no less help from our government than any other victims of this disaster," it said.

CBS News Poll: Little Progress Seen Since Katrina
Protesters, remembering the government's slow response in the storm's immediate aftermath, planned to march from the Lower 9th Ward to Congo Square to spread their message that the government has also failed to help people return.

What do you expect the Mayor is a Democrat and the Governor is a Democrat. That''''''''s why the poor people are suffering. It''''''''s called Social Justice...........DNC style. But don''''''''t worry our corrupt liberal wolfpack press will make sure our President takes the blame......as usual.
New Orleans, just another of America''''s "deep blue" one party city that is filled with lots of poverty, crime, drugs, and despair. If the voters of New Orleans don''''t hold their political leaders "accountable" and issue only "blank" checks at the voting booth, and don''''t insist on "timelines" nothing will move forward. Really sad and really TRUE.

The lower 9th ward was a vision of devistation BEFORE Katrina hit. It''s NOT the federal gubment''s job to come in and clean up after incompetent LOCAL elected officials.

perception5, you are out of your mind. It''s not the "wolfpack press" (what republican hack came up with that name, anyway?) that blames the president, it''s the people. Remember, Bush is the one who did nothing when he was told that a severe storm was headed towards N.O. that would probably breech the levees, causing severe destruction and loss of life. Bush is the one who completely ignored the problem after the levees broke. Then, Bush was the one who, two years ago, went to N.O., set up some lights for a photo-op press junket, announced that the US would begin the biggest clean up effort of all time, putting all of the resources of the US government to the task of rebuilding. Then Bush''s buddies sent down a few poison trailers for the "lucky" ones, and Bush gave a few no-bid contracts to Cheney''s people to do god-knows-what, and that was about it.

I don''t want to imply that the local government has been good, it hasn''t. But don''t try to shift blame away from the poster boy of the ignorant and incompetent, Gee Dubya.

PS: you might as well give up on this stupid class warfare campaign against the "liberal press". Everybody knows that virtually 100% of the press outlets are owned by "conservatives" and that the press only says what their masters command them to say. There is no "liberal press" in this country and ther never has been.

Bu$h had Halliburton on the ground in New Orleans with a fresh no-bid contract before he had the National Guard there to restore order and save lives. Since then, the vast majority of the rebuilding money has been funneled out of New Orleans in no-bid contracts to Bu$h supporters and friends. The result is exactly like what we see in Iraq, a huge amounts of money being spent, Bu$h''s friends getting rich, but nothing being done.

You''re not wrong. I''m from there and my folks still live there. They live in Jefferson Parish (not Orleans - thank God.) There''s so much going on in the way of corruption and incompetence....you''ll never know and AP/CBS will never report.

In all fairness, insurance companies aren''t helping. Most of the problems are due to insurance issues....."you had flood insurance, but your problem was caused by the wind. It blew your roof off and rain got in. Your house is ruined, but we''ll replace your roof or give you a check for half to settle."

Boo hoo hoo...I feel SO sorry for the idiots who built their city BELOW SEA LEVEL in what was basically a swamp. Oh, I''m so SURPRISED, it filled up with water! My oh my, what shall we do? Let''s blame someone else, and snivel and hold our hands out for some government aid.

Anybody who built or bought a home in New Orleans got what they asked for. Tough noogies.

I just watched a segment on Katrina on the Early Show, and I tell you the American people are the kindest, most generous, in the world. I really feel Katrina was the most horrendous tragedy ever to hit us, and these people have suffered, the whole gulf coast has, even though they were promised money to help them re-build they haven''t received it yet--2 years later If not for the volunteers in this country who felt compeld to help these people New Orleans would be a swamp.The Levies were patched the trailers by Fema were killing people with this poisoning smell and money promised not yet arrived. We learned our government does not keep its word and without the American people these good people of New Orleans would still be waiting.

Instead of awarding contracts to local firms for the rebuilding, Bu$hco has given most of the money away in no-bid contracts to out of state firms with Bu$h/Republican connections. These firms take a hefty profit off the top and then sub-contract to second and even third parties to do actual work. For every $100 dollars spent, probably about $10 of it is actually used for rebuilding. Just like in Iraq, Bu$h''s friends are getting filth rich while nothing gets done.


Bu$h had Halliburton on the ground with a fresh multi-million dollar no-bid contract before he got the National Guard there to save lives.

This is another national embarrassment. For the national Republicans that really don''t care - shame; for the local Democrats that permit this to continue - you''re accountable also. Bush is going there again and should be booed out of the state. Both parties are hypocritical and would rather do photo ops that actual reconstruction.

Well connected firms are making a bundle off tax payers and providing nothing in return. That seems to be the mantra of many American businesses today - profits with no responsibilityor accountability.

Amen, Micma what happened in New Orleans is a disgrace as far as our government goes, there is no excuse how they did the people of New Orleans no excuse. They can fly help into any country disaster and can not fix a disaster right here at home. Katrina was just awful I still have visions of the superdome, the levies still not fully able to withstand a heavy hurricane, if not for habitat for humanity, I just don''t get it these are Americans and they deserve HELP

Well said, and so true. The evidence of a president-traitor who has sold out his own people and military to no-big contractors is overwhelming. The Bush administration and Karl Rove are one shredded document away from being proclaimed the biggest traitors in American history.

As a citizen of New Orleans, let me say thank you to the millions of people throughout America who have come to help us on their own dime.
Spending money freely on American citizens in need of definite help in America is a questionable thing. It is usually better spent on people who do not want our help nor are American citizens and who are not in America.

New Orleans and Louisiana was ascrewed up mess before the storm. We citizens of the Gulf Coast who foolishly live in an area that is vulnerable to tropical systems yearly, have been complicit in our own undoing through graft and corruption.

But so has every American citizen who has said, I do not want a drilling rig in my state, off my coast. Over 40% of all, that is right, all oil and natural gas that flows to the tundra north of I-20 comes directly through Louisiana. Your national security to protect this asset that no other state seems to want to replace, should warrant at least as much unwatched money that has been spent in a country that does not want us there.

But I guess no one wants to hear from a liberal, only from other who think like them who voted for and trusted Bush. Oh wait, I am a Republican and I did vote for him twice. But then I am stupid and from New Orleans.

By the way everyone, I do not blame anyone for the mess we are in. Except maybe the ACE. Still, while there may be plenty of blame to spread if that makes you feel better, no one here, from my flooded out home town to Pascagoula wanted or asked for this. We may have built into the swamp, below sea-level, but this is where we Americans live. No one questions Floridians who live on the Hurricane Season Bull''s Eye Peninsula; or the Midwesterners who live in places that receive millions of tons of snowfall each year and a tornado or two every other week; or the Californians in the eastern portion of the Ring of Fire; or any one who may live in a place that is subject to extreme terror attacks. Those citizens are OK and should be allowed to do as they please where they want to live. Except for all that depravity; then they can go to N.O. to find a their fun wherever they want without having to go to an airport bathroom and nudging someone''s foot.

There was failure at all levels of goverment, so don''t make this ''democrat vs republican''! After all , Brownie was no democrat! Also remember the reason New Orleans flooded was the failure of the federal levee system! The federal goverment for years, under both parties, has denied funds requested by the Army Corps of Engineers for maintenance and repair of levees, but were constantly turned down. So now it''s costing billions more after Katrina, than it would have cost if they did the job right in the 1st place!

its funny how hurricane rita destroyed cameron on the SE coast of LA not long after katrina and its totally rebuilt by the people not needing gov help. I understand its not the size and infastructure of NO but people always depending on the gov to whipe there aassses will always be depending on the gov. 75% of the people in NO prob havent even picked up a branch to even help clean up.

Bu$h had Halliburton on the ground in New Orleans with a fresh no-bid contract before he had the National Guard there to restore order and save lives.


Since then, the vast majority of the rebuilding money has been funneled out of New Orleans and out of state in no-bid contracts to Bu$h supporters and friends. About 10% of the money spent is actually going to the rebuilding. The result is exactly like what we see in Iraq, huge amounts of money being spent, Bu$h''s friends getting filthy rich, but nothing being done.


Under Bu$hco''s leadership, disasters like Iraq and Katrina are just huge opportunities to fleece the American people, enriching themselves and their friends.

Second, even though Mississippi had less than 1/3 the damage that Louisiana did, it got more than 2/3 of the Federal money! What has happened to us? What have we become? If this happens during the "Greatest Generation" it''s already rebuilt AND those guys would have gladly allowed their Taxes to go toward it. But that was BEFORE the Greedy Generation. It would appear that we should be able to SEE what Fascism, a people when you clump EVERY idea that you don''t agree with as evil "Liberalism" that''s what you are, has done to us? We have AMERICAN''S who were part of that Generation, who PAID the taxes to build Bridges and highways, having their pension ripped away from them.
