(AP)  Republican presidential hopeful Rudy Giuliani vowed Tuesday to stop the flow of illegal immigrants into the United States by closely tracking visitors to the country and beefing up border security.

"We can end illegal immigration. I promise you, we can end illegal immigration," the former New York mayor said at a community center — the first of the day's two stops in this early voting state.

Giuliani said he would require a uniform identification card for foreign workers and students and create a central database to track the legal status of visitors to the country. He told the crowd of more than 300 that 12 million immigrants have entered the country illegally.

"That's a lot of people to walk over your border without being identified," he said.

Giuliani wants a tamperproof ID card that includes fingerprinting for everyone entering the country and a central database to track when they leave.

The ID card and other immigration proposals have been part of Giuliani's campaign speeches for several months. He says he would allow a pathway to citizenship only for illegal immigrants who identify themselves as illegal, who learn English and who go to the back of the line to apply.

They would get ID cards to stay and work. "If you want to work — pay your fair share — we'll sign you up. People who don't come forward, I would fine and throw out of the country," Giuliani said later Tuesday, during a campaign stop in Columbia.

In recent days, rival Mitt Romney, the former Massachusetts governor whose state has been home to a few self-proclaimed "sanctuary cities," such as Cambridge, Mass., has repeatedly criticized Giuliani, arguing that he supported illegal immigration when he was mayor. Giuliani rejected the charge.

Romney argues that Giuliani "instructed city workers not to provide information to the federal government that would allow them to enforce the law. New York City was the poster child for sanctuary cities in the country."

But New York has never officially declared itself a "sanctuary city." Last month, New York Mayor Michael Bloomberg told Congress that the city protects residents' confidentiality when they report a crime or seek medical care or education — a local policy that dates to 1988.

Giuliani defended and supported that executive order while mayor. In South Carolina on Tuesday, Giuliani did not take questions from reporters.

Bloomberg has said repeatedly that immigrants are important contributors to the city's economy and crucial to the city's survival. Asked Monday about the idea of New York City as a sanctuary for immigrants, Bloomberg said, "let 'em come."

"I can't think of any laboratory that shows better why you need a stream of immigrants than New York City," he added. "I don't know what to tell anybody. They just — if they don't believe that immigrants add a heck of a lot more than they cost, they just aren't looking at the numbers."

Answering Romney last week, Giuliani said New York "had the least amount of illegality per capita of any major city in the country and I brought that change about."

In South Carolina Tuesday, Giuliani said he would continue construction of a border fence, deport any illegal alien who commits a felony and propose that all immigrants who want to become citizens learn English.

Giuliani and Romney opposed the bipartisan immigration legislation backed by President Bush. Rival Sen. John McCain of Arizona was the only Republican candidate to support the measure.

During his Columbia stop, Giuliani told a crowd of about 100 that competition, tax credits and high deductibles would do more to increase the spread of health care than expanding government programs. He slammed plans for universal health care, something long backed by Democratic rival Sen. Hillary Clinton.

"What Hillary wants to do is not an American solution to the problem. It's a solution that marches us — and boy do they get angry about this, but sometimes the truth hurts — it marches us right to socialized medicine," he said.

Giuliani planned to wrap up the South Carolina trip with a private fundraiser in Florence, the largest city in South Carolina's tobacco country, about 80 miles east of Columbia.

This is a more sensible proposal than a fence that will not be able to keep determined people from tunneling or breaking their way through.

It will only make a differnce if the cards are more difficult to counterfeit than green cards, social security cards,etc.

It's also only a part of a comprehensive reform, other issues such as guest worker status and employer behavior still need to be addressed.

This story immediately raises a question. How do you tell at first sight who's US citizen and who's not ?
So, next step will be an ID for everybody, US citizen or not, and next step to include RFID.

So now, I get pulled over for speeding, then what? The cops ask me for my foreign ID card and I say no, because I am a US citizen. What's to stop an illegal from doing the same thing?

Same thing for working. What will this magical ID card do that's different from existing forms of ID (SSN, Driver's license, etc.)?

Does the fact that I don't have one mean I'm an illegal or legal citizen.

Like most of this guy's flip-flopping ideas, this one is really stupid!

It would be nice for him to identify who is at fault for the US having 12 million illegal aliens and whether the flow across our borders has been stopped. If the candidate is afraid to point a finger at Congress now, that will speak to his conduct - if elected.

I don't really have an issue that people come looking for work. However I do have an issue with the fact that most do not pay taxes, yet claim the benefits of schools, health care and even credit cards with no credit checks needed.

I hate that I have to push 1 for English or 2 or Spanish. Not because I hate Spanish, but because it cost companies to run their customer service lines money. Cost that get passed on to us. Please do not say that cost is small, because it is not.

Stores are posting signs in both English and Spanish. Again, those signs cost and we pay for it in increased pricing.

America gets millions of visitors from other counties every year. I do not see signs or other such notices in their languages. They learned English. Those that speak Spanish should also learn English.

I know this is off point but have you guys ever seen an article on a news story leave a board so fast as Rove's story. I went back last night and as far as I know just got there yesterday and all the posting from everyone was gone and today no where to be found is this a normal procedure or are they looking at anything? I don't get it--aren't the new super-duper passport requirements supposed to cover the documentation problem? For guys who claim to hate government bureaucracy these Republicans have no qualms about creating more when it serves their pet interests of militarism, authoritarianism, and using fear as a tool of social control. This is the same party that was prepared to massacre its own dissenting citizens during the Vietnam era (Chicago '68 and Kent State) and are prepared to investigate, jail, or even execute anybody who seriously impedes their current grip on power. The more the public rejects their rule, the more they will view us as the enemy. Let's not wait around to watch the slide into Republican Fascism, let's make sure '08 cleans them out of government completely...

Foreigners already have an ID card--its called a "passport". If its not stamped, they are here illegally and should be held for the INS. Not so in Rudi-land. The city run by this gutter-mafiosi was a sanctuary city...where MS-13 gang members run about free as birds...where well-heeled liberals have their undocumented maids, dog walkers and babysitters paid off the books and the tax payer picks up the bill for their social servies.

Go Rudy Go! Fangerprint them dad-burned fern invaders! This is the only way to account for them and be able to separate the legit from the illegit. BUT it will only work as long as employers are forced to employee only those who are legitimately here and that will relegate the rest of them back to where ever they came from or at least another country. When my people came here from Ireland they were deloused and quarrantined for over a month and then they still couldn't get work because they were catholic. So don't think for a minute I feel guilt over any treatment these people are getting. It's better than they deserve. My people didn't get any welfare either!

What's wrong with a National Identification Card? I would love one myself to show that I am an American and I wouldn't want to be anything else. If any of you are having sympathy for the illegals, try to emigrate to say...New Zealand. Guess what? 99% of you couldn't do it because unless you are bringing lots of money or a very important professional skillset (Engineering or Medical Doctor) you are not welcome! What is wrong with us that we allow the lowest common denominator of third-world countries to come here and get relief from our tax dollars to pay for their children? I was born 150 years too late.

So, what is he propsing we do about the millions of illegals already here? Do we really think all of them will step forward for a ID card? And if they do, wouldn't that be a form of amnesty for the illegal law breakers?

This plan won't work either. Stop being nice, stop being polite, stop being PC for the ACLU or whatever Latino organization of the week, stop beating around the Bush. Seal the border, find the law breakers one by one and deport. Then get a grip on who we have coming in legally with some sort of ID system. Those who do it legally should and will then reap the benefits.

For those who do care about the direction of USA, it is important to have a plan in regards to all issues, including health care and immigration. Atleast this candidate has a logical plan, one that makes sense, except for what to do with the illegals that are already here ( good point, btw)
It's nice to hear a plan that makes sense, and not alot of fluff and fiction. The future depends on plans made by a leader who has proven success in the past. Bottom Line: I do not want to see a man or a woman,in office who has disrespected the House with lies by sayiing they do not knnow what "***" is! It is fully disgraceful.

The cards contain our photos and thumb print. If you don't have a card you need to freaking leave.I hate politicians...they're the slimiest lying pieces of *** on this earth. This proposal shows how out of touch with reality Giuliani is. In essence his plan is to issue a card to every illegal and legal alien entering the country to identify them as such. If an alien doesn't have a "card", then it's neither illegal or legal.

As if people entering this country don;t have enough cards (green, pink, yellow and red if they are to be sidelined)

If you feel that any politician is worthless then you are free to move to another country. Hey Rudy, Maybe we should just give everyone a name tag so we can all know each other's name. This is just one step toward a National ID card.

I will give him credit...at least he/or one of his advisors has spent time coming up with this plan.

The only problem with this is, if this database he speaks of tells him that this person's green card or temp work card has expired..how does he suggest finding these people to deport them? This would be a waste of tax payer money because enforcement would be next to impossible.

Oh come on now, like a US National ID card would in any way equate to Nazi Germany. As stated by Prinzowhales, citizens with passports already do have a national ID. If required to carry them, passports would most definately seperate legal citizens from illegal aliens. What makes a national ID so different than a passport?

My point here is that it all comes down to enforcement.

And the fact is, No matter how big your database is and how many immigrants are in it, If somone decides they are going to stay in this country illegaly no ID card or Database is going to help you find them.

The immigration issue needs begin with:
1. Secure US borders with Mexico and Canada.
2. Random imspections of any business in an ongoing basis to check for illegal workers.
3. Ask for proof of citizenship when visiting the doctor or hospital. If proof cannot be found bill the person, and turn patient contact information over to Immigration officials.
4. Remove the clause that allows babies born of illegal immigrants to automatically be american citizens.

These are just a few of the steps that need to be taken, because face it, illegal expecting mothers want to have their baby in America so that their child will be a citizen. People come here to work and make money to send to their family in their home country...and if the person is an illegal immigrant the money is tax free.

If we laws are made that will punish employers for employing illegal aliens and have regular random inspections companies will be afraid to hire illegal immigrants. If illegal immigrants can't find a job, why and how would they stay here?

If we remove the motivation for mothers to have their children on american soil why would they come to the US and cost tax payers money to have her child?

This is AMERICA for Gods shake! How far down are we going to let these people drag us before we stand up. Someone needs to take charge who can get our alliances back together and AGRESSIVELY go after those who attacked us. These people can't govern... all they know is Divide and Hate. The problem with that is when you are elected you can't govern. This nation is NEVER going to fully agree but when we start CARDING and SPYING in this nation, we are in SERIOUS trouble and headed in the WRONG way. It's a matter of practical reality. We have aliens living among us, a few of whom intend to do us serious harm. I.D.

Cards may offend your sense of historical American tradition but there is a new reality today. Most countries in the world do a better job of keeping tabs of their aliens than we do.

More than two decades ago we relaxed our borders and now we're paying the price. Just one more terrorist incident resulting in significant civilian casualties and ID cards for everybody will be a consequence. Although I'm not convinced ID cards are the answer.

Any time a politician comes up with a half baked technology "solution", everyone should be skeptical. Rudy does not have a clue, but if it sounds good to the average person, he will use it. The average person does not have a clue, but if they go for it even more people in politics will use it. It does not matter that the idea will never work and cost us a fortune that we can not afford to spend.

He knows perfectly well what he is doing...
They still feel that American's are just too dumb to figure out the long term PLAN. The "ID" cards have a "special" purpose.

Thanks rushlimpdrug I am new at this game as you can tell and I appreciate you letting me know cbs does that all the time, with the spy thing you never know. Why was the Rove stories taken off so quick you reckon, I was having so much fun with it.I do not believe I've seen a story disappear so quick, but as you say no need to cry over spilled milk, I WILL CHILL thanks again.
