"We can end illegal immigration. I promise you, we can end illegal immigration," the former New York mayor said at a community center — the first of the day's two stops in this early voting state.
Giuliani said he would require a uniform identification card for foreign workers and students and create a central database to track the legal status of visitors to the country. He told the crowd of more than 300 that 12 million immigrants have entered the country illegally.
"That's a lot of people to walk over your border without being identified," he said.
Giuliani wants a tamperproof ID card that includes fingerprinting for everyone entering the country and a central database to track when they leave.
The ID card and other immigration proposals have been part of Giuliani's campaign speeches for several months. He says he would allow a pathway to citizenship only for illegal immigrants who identify themselves as illegal, who learn English and who go to the back of the line to apply.
They would get ID cards to stay and work. "If you want to work — pay your fair share — we'll sign you up. People who don't come forward, I would fine and throw out of the country," Giuliani said later Tuesday, during a campaign stop in Columbia.
In recent days, rival Mitt Romney, the former Massachusetts governor whose state has been home to a few self-proclaimed "sanctuary cities," such as Cambridge, Mass., has repeatedly criticized Giuliani, arguing that he supported illegal immigration when he was mayor. Giuliani rejected the charge.
Romney argues that Giuliani "instructed city workers not to provide information to the federal government that would allow them to enforce the law. New York City was the poster child for sanctuary cities in the country."
But New York has never officially declared itself a "sanctuary city." Last month, New York Mayor Michael Bloomberg told Congress that the city protects residents' confidentiality when they report a crime or seek medical care or education — a local policy that dates to 1988.
Giuliani defended and supported that executive order while mayor. In South Carolina on Tuesday, Giuliani did not take questions from reporters.
Bloomberg has said repeatedly that immigrants are important contributors to the city's economy and crucial to the city's survival. Asked Monday about the idea of New York City as a sanctuary for immigrants, Bloomberg said, "let 'em come."
"I can't think of any laboratory that shows better why you need a stream of immigrants than New York City," he added. "I don't know what to tell anybody. They just — if they don't believe that immigrants add a heck of a lot more than they cost, they just aren't looking at the numbers."
Answering Romney last week, Giuliani said New York "had the least amount of illegality per capita of any major city in the country and I brought that change about."
In South Carolina Tuesday, Giuliani said he would continue construction of a border fence, deport any illegal alien who commits a felony and propose that all immigrants who want to become citizens learn English.
Giuliani and Romney opposed the bipartisan immigration legislation backed by President Bush. Rival Sen. John McCain of Arizona was the only Republican candidate to support the measure.
During his Columbia stop, Giuliani told a crowd of about 100 that competition, tax credits and high deductibles would do more to increase the spread of health care than expanding government programs. He slammed plans for universal health care, something long backed by Democratic rival Sen. Hillary Clinton.
"What Hillary wants to do is not an American solution to the problem. It's a solution that marches us — and boy do they get angry about this, but sometimes the truth hurts — it marches us right to socialized medicine," he said.
Giuliani planned to wrap up the South Carolina trip with a private fundraiser in Florence, the largest city in South Carolina's tobacco country, about 80 miles east of Columbia.

Does anyone else have a "new" windows user account? Seems my family has increased it's membership and mr.aspnet has his own personal account on MY computer and if i'm not mistaken probably some of you alls too.
I wanted to see who this guy was that had made himself welcome in my computer and tried to open HIS account~~~~ he doesn't want me to see his personal business though because he has it password protected.
So mr. microshaft and the dictators have decided that I have no rights to my own computer. I would also suggest doing a search for what was downloaded daily - it will surprise you.

Thanks rushlimpdrug I am new at this game as you can tell and I appreciate you letting me know cbs does that all the time, with the spy thing you never know. Why was the Rove stories taken off so quick you reckon, I was having so much fun with it.I do not believe I've seen a story disappear so quick, but as you say no need to cry over spilled milk, I WILL CHILL thanks again.

3. Ask for proof of citizenship when visiting the doctor or hospital. If proof cannot be found bill the person, and turn patient contact information over to Immigration officials.
4. Remove the clause that allows babies born of illegal immigrants to automatically be american citizens.

Once again, I don't know how anyone can compare this situation to Nazi Germany, which I am quite sure was absolutely horrible. But I guess I'm not so much of an idiot since I figured out how to copy RandalDS, huh? Besides, anyone who regularly reads these boards would immediatey know that I am not Randal since I never tried to impersonate him and Randal himself told me how wild and wooley the internet is supposed to be.

Now an ID card for foreigners? How's that going to work? Does he assume that if you don't have a card, you are a US citizen?

It's a matter of practical reality. We have aliens living among us, a few of whom intend to do us serious harm. I.D.
Cards may offend your sense of historical American tradition but there is a new reality today. Most countries in the world do a better job of keeping tabs of their aliens than we do.
More than two decades ago we relaxed our borders and now we're paying the price. Just one more terrorist incident resulting in significant civilian casualties and ID cards for everybody will be a consequence. Although I'm not convinced ID cards are the answer.

Oh come on now, like a US National ID card would in any way equate to Nazi Germany. As stated by Prinzowhales, citizens with passports already do have a national ID. If required to carry them, passports would most definately seperate legal citizens from illegal aliens. What makes a national ID so different than a passport?

-In response to the idiot who responded, I can tell you my mother lived through this arm-band thing back in Poland... it's an ugly thing and everything seems it's going the same way in USA.
And the fact is, No matter how big your database is and how many immigrants are in it, If somone decides they are going to stay in this country illegaly no ID card or Database is going to help you find them.
The immigration issue needs begin with:
1. Secure US borders with Mexico and Canada.
2. Random imspections of any business in an ongoing basis to check for illegal workers.
3. Ask for proof of citizenship when visiting the doctor or hospital. If proof cannot be found bill the person, and turn patient contact information over to Immigration officials.
4. Remove the clause that allows babies born of illegal immigrants to automatically be american citizens.
These are just a few of the steps that need to be taken, because face it, illegal expecting mothers want to have their baby in America so that their child will be a citizen. People come here to work and make money to send to their family in their home country...and if the person is an illegal immigrant the money is tax free.
If we laws are made that will punish employers for employing illegal aliens and have regular random inspections companies will be afraid to hire illegal immigrants. If illegal immigrants can't find a job, why and how would they stay here?
If we remove the motivation for mothers to have their children on american soil why would they come to the US and cost tax payers money to have her child?
