The new legislation, according to Early Show national correspondent Jeff Glor, is a controversial plan that's now being discussed in three states. The law would force convicted sex offenders to use neon green license plates on their cars.
Rep. Kevin Coughlin, R-Ohio, introduced the bill. "We looked for a color that would show up both by day and by night and wouldn't conflict with other plates that we have or plates that other states have," Coughlin said.
The name of the law comes from Kristen Jackson. She was just 14-years-old when she was raped and murdered.
Kristen's parents, Mark and Sharon Jackson, said they believe that this new regulation will save lives. "The license plate will be a big warning signal: Stay away," Mark said. "Avoid this person. These are big-time sick, sick individuals, and they need to stand out, because, as of right now, they don't."
Coughlin noted that sex offenders often use their vehicle as a weapon. He said, "They use it as a weapon just as a common criminal would use a gun or a knife. They use it to stalk their prey; sometimes they use it to actually commit their crime."
The Jacksons are lobbying hard for their cause, Glor said. They are rallying support for their cause with Kristen's Law T-shirts. And they say they'll travel to every town in Ohio to push this bill forward. They hope it will eventually go national.
Glor stated that the bill may never make it to Ohio Gov. Ted Strickland's desk, even though he supports it. There is serious opposition by those who feel these license plates would only lead to vigilantism.
Although John Murphy, executive director of the Ohio Prosecuting Attorneys Association, normally prosecutes sex offenders, he believes the bill is a bad idea. He said, "We just don't like it because we think it will lead to attacks that are unwarranted on (the sex offenders)."
Glor also reported that opponents believe this law is going to confuse kids. They may be tempted to think that as long as someone doesn't have a green license plate then they are safe, which could be a very dangerous assumption.
Wisconsin and Alabama are also considering similar legislation.

- Another child named *** offender legislation and law to be. Stop practicing vengeance and start practicing reasonableness. No doubt you have listened to groups and legislators that only believe in umbrella laws.
These are laws designed to hurt everyone other than the so called sexual predator. Megan's Law, the Wetterling Act, the Pam lyncher Act, Jessica, Adam Walsh and so on were designed to focus on sexual predators, but you who grieve as if you are the only ones who have lost someone have allowed legislators to punish people who are not sexual predators as if they were.
Instead of following the same broken cookie cutter why don't you stand up for justice rather than retribution? If you want another child named law make the legislators define that law with no back doors or other loopholes, and make that law unequivocally target toward sexual predators and no one else.
Better yet why don't you fight to have existing laws return to the original intent of those Acts and Laws and focus on the sexual and violent predator? Most registries are not of violent sexual predators because violent sexual predators do not register.
If you want to do something positive then get all these Acts and Laws to be what they were meant to be. Another *** offender law in another child name won't get you nothing. Stop feeding a revenge attitude.
Change the existing laws to do what they were originally intended for. There you would be doing a great service in the memory of Kristen. - Reply to this comment
- Most *** offenses take place in the child's own home, 95% first time offenses. So tell me, how in the world will this law save children from sexual predators who represent about 1-4% of the nations *** offenders? Even if the sexual predators represented 90% of the nations *** offenders, these people are sick, but not stupid. If they wanted to molest or kidnap a child, they are not going to do their crimes in a marked car. I'm a *** offender convicted for molesting my stepdaughter. If I wanted to molest another child, this law would not protect anyone from me. Come on, America, this is another knee-jerk legislation based on sensationalism, supported by soccer mom wantabe child saviors who rely on the government to protect their children instead of educating themselves on how to protect their own children.

- Talk about dumb, not only would this inane idea increase vigilante attacks and confuse kids. It would drive dangerous offenders underground into other areas, where the police couldn't track them.

- Well over 2.5 million Reformed Former *** Offenders AND Families feel they same pain as you. These people have families of their own, spouses, children, relatives. The irrashinal thinking that creating more onerous laws will save a child holds no water. These laws targeting RFSO's is like locking the door after the horse got away. You need to watch those around you and your children, for that is where over 95% of *** offenders are. RFSO's had nothing to do with the murder of this child, punishing all RFSO's for this crime is a crime in its self.
We are sorry for your loss as no one should ever have ro experiance such a terrible crime, but creating a law that is the same as a scarlet letter branding RFSO's is criminal. What will it take to stop the madness? understanding and education, both lacking in today's America.

- This reminds me of the colonial times scarlet letters, pillaring of social ethical violators, they even branded serious criminals with facial brands, apparently neither worked then nor will they likely work today, there is a old saying if one fails too read history it will repeat itself, and apparently those who advocate these foolish laws do not read history are either illeterate or just stupid or both.

- This is just idiocy. Just because somebody is a sexual offender, doesn't mean that they are a CHILD sexual predator. Think of the 17yo that had consentual *** with his 15yo girlfriend. He is now labeled a sexual offender.

- This is a very stupid idea. It took a Republican to introduce it. Even *** offenders have family members who are innocent parties. What happens when a jerk sees a car with such plates on the road and then takes it upon himself/herself to run that car off the road regardless who is in the car?

- if kids age five and less, though they are 99 plus % more likely to suffer injury or death as a result, absorb 99 plus % of all spankings and parents / gaurdians distribute 99 + % of all spankings ... would it not be more affordable to take away all parental possesion of children? we can't afford to run off the immigrants but we can afford to run off all parents?
