(CBS/AP)  A suicide car bomber tore through a busy market in the Shiite holy city of Kufa on Tuesday morning, killing at least 16 people and wounding 70 in an attack sure to further enflame tensions between Iraq's Sunni and Shiite populations.

In response, local authorities closed the entrances to Kufa and its sister holy city of Najaf and imposed a vehicle ban around the revered shrines and mosques in the two towns, said Ahmed Duaible, a local government spokesman.

The suicide attack came a day after Iraq's Sunni vice president threatened to leave the Shiite-dominated government unless key unspecified amendments to the constitution were made by May 15 — a move that would plunge Iraq into a political crisis.

Iraqi Vice President Tariq al-Hashemi made the threat to lead a Sunni walkout from the Cabinet and parliament in an interview with CNN. He also said he turned down an offer by President Bush to visit Washington until he can count more fully on U.S. help, CNN said on its Web site.

Prime Minister Nouri al-Maliki, a Shiite, said al-Hashemi did not mention the threat in a meeting late Monday, and Ali Baban, the Sunni planning minister, said Tuesday the Sunni bloc had no plans to quit the government.

Al-Hashemi called his meeting with al-Maliki an effort to "melt the ice" and seemed to back away from the threat.

"I can say that we can, God willing, build an ambitious future based on a real partnership and joint understanding. And I think it is very important to go ahead with the political project," he told reporters.

Ali al-Dabbagh, al-Maliki's spokesman, said the parliamentary committee on amending the constitution was scheduled to present its recommendations on May 15 and should be given a chance to work. "There should be a dialogue, not threats. No political endeavor can succeed with threats," he said Tuesday.

In other developments:

  • U.S. military commanders acknowledge that militants of the Mahdi Army — a group America considers a security threat in Iraq — have been quietly allowed to patrol key sites around the country. The mosque of Imam Kadhim, the most revered Shiite shrine in Baghdad is a tempting target for Sunni insurgents. To protect it, Iraqi and U.S. troops rely on the Mahdi Army.

  • Suicide bombers killed 13 people in a pair of attacks around the Sunni Arab city of Ramadi in what local officials said was part of a power struggle between al Qaeda and tribes that have broken with the terror network. In all, at least 68 people were killed or found dead nationwide Monday, police said.

  • Sen. Trent Lott, the second-ranking Republican in the Senate, has joined an increasing number of key GOP figures who want to see evidence by this fall that Mr. Bush's plan in Iraq is working. Lott didn't say what the consequences might be otherwise.

  • The London-based international humanitarian group Save the Children has found that the child survival rate in Iraq is dropping faster than anywhere else in the world. Gains in child survival were being reversed in the world's poorest countries, most in Africa. The group used data from 1990 to 2005 to compile its findings for a publication released Tuesday.

  • President Bush has been discussing security issues with Iraq's prime minister. Mr. Bush and Prime Minister Nouri al-Maliki spoke by video conference call Monday. A statement released by the prime minister's office says al-Maliki told Mr. Bush that it's important to maintain cooperation between U.S. and Iraqi forces in efforts to crackdown on sectarian violence.

    The 550-pound car bomb at Kufa exploded in an area that also included a school and the mayor's office, police said. The 16 killed included women and children, said Salim Naima, spokesman of the Najaf health department.

    "It was a huge explosion, its force threw me a few meters away from my wife," said Hussein Abid Matrod, a 38-year old taxi driver who was shopping with his wife and suffered shrapnel wounds to his back and legs. "I saw many people on the ground as smoke mixed with dust, and the smell of the gunpowder was everywhere."

    Panicked people ran through the corridors searching for their relatives at the Furat al-Awsat hospital in nearby Najaf. Women in black abayas, traditional Islamic cloaks, pounded their chests and faces in grief.

    "We are poor people looking for anything to secure our livelihood and we have nothing to do with politics. Why do they do this to us?" asked Firas Abdul-Karim, a 23-year-old day laborer who was wounded in the blast.

    "Blast Kills 16 in Sh'it Hole City"

    Well, clearly that's not what it said, but my first perception is probably accurate.

    The scope and maginatude of the Failure of George W. Bush is about as breath taking as anything I've ever seen in my lifetime. This man was elected by people who cared ONLY about their RELIGION. He was NOT competent enough to be the leader of this Nation and of a Free World made up of so many different people. If we take nothing else from this at least let's learn to HONOR the Constitution that tells us NOT TO put a RELIGIOUS test upon our Leaders. Never will I vote for ANY leader again who wears his "Faith" on his sleave.

    they react without reflection, using animal instincts instead of intellectual logic.

    fortunately, they're a very small percentage of the population (but noticable in their viking horned helmuts) -

    unfortunately the distrubing odor coming from their collective bad breath tends to force us to seek cleaner air and gives them alot of space on these boards.

    That's because you are misguided in your reasoning like the rest of the dumnos. He didn't order anyone's murder and we were attacked here on American soil. The fact that the entire Congress prior to Bush and under Clinton perceived Iraq to be a threat to our security was long established before to 9/11, but you are blinded by your ignorance and when we were hit on 9/11 the entire Congress voted for military action in Iraq. But when things don't go well, you and the rest of the dumnos claim hindsight. Abortion is murder, plain and simple. And gay marriage is for the birds. The idea of gay marriage is ludicrous. Marriage is about children not lovers. It is the backbone of society and the building block of society. It's about children.     A Suggestion

    George Bush has started an ill-timed and disastrous war under false pretenses by lying to the American people and to the Congress.

    He has run a budget surplus into a severe deficit.

    He has consistently and unconscionably favored the wealthy and corporations over the rights and needs of the population.

    He has destroyed trust and confidence in, and good will toward, the United States around the globe.

    He has ignored global warming, to the world's detriment.

    He has wantonly broken our treaty obligations.

    He has condoned torture of prisoners; he has attempted to create a theocracy in the United States.

    He has appointed incompetent cronies to positions of vital national importance.

    It is murder. Life is concieved the moment an egg is fertilized, any medical professional will affirm that fact. Killing that egg is murder. Our laws disregard this and approve of such murder, even though its against the law to kill innocents in every other context.

    Homosexual have no right to marry. They do not meet the requirements of nature that are needed to be married under Gods Law, that being, one man, and one woman.

    Who cares what Iraq does? Itaq is a sovereign nation responsible for its own security & economy.

    Marriage is not a religious institution. If it was soley that, the states wouldn't be putting DOMA's in place to protect it. Marriage is not about lovers, the State doesn't care who you marry -- and would have no right to intervene if there were not children involved. Marriage is about children. And h/o/m/o/s don't have any right to marry. Why not even heteros do. Marriage is a privilege. It is not a right. Dumnos always denigrating our institutions.

    The Bush Stamp

    The Postal Service created a stamp with a picture of President Bush. The stamp was not sticking to envelopes. This enraged the President, who demanded a full investigation.

    After a month of testing, a special Presidential commission presented the following findings:

    1) The stamp is in perfect order.

    Gates has ordered that 35,000 more troops be deployed this fall. (and of course, they will need auxillary units to assist them) funny isn't it? Exactly the number Guiliani said we needed--and with Republicans saying if the surge doesn't work by the fall--we will need a plan B (Really plan N or M by now). Looks like "Plan B" is MORE of the same. Funny how the "surge" required Congressional comment--but this new and improved increase of 35 thousand is just based on a whim of the military and Bush. That would be 10 more brigades folks with the requisite increase in funding demanded to support them. This will never stop while Bush is in office--unless the people in Congress pull the plug. Bush just keeps upping the ante.

    BTW, if CBS is so late breaking, why are they always 12 hours to 24 hours behind Roadrunner news page and others?

    At least 180 members of the HOuse did NOT vote for war and to a lesser extent, some in the Senate voted NO to war.

    I agree with your last sentence. However the Schiavo case is one great big tragedy and if you will allow me, they did not want to see a woman put to death because after 15 years her sob of a husband who had been living with a woman for 8 years and had two children with her decided that it was Terri's wish now not to live this way. 15 years with no therapy, nothing. I belive the Congress came down on the side of life? Whereas the left always supports a culture of death. Newty was not the President of the United States. He does not represent this country as Pelosi thinks she does. You are comparing apples and oranges here.     Gates is calling up 35K more troops for the fall, so I guess we know what the Republican plan B is---more of the same, at least until Bush is out of office and more of them are NOT reelected. Get ready to spend even more money if Congress does not develop the ballz to pull the funding for the troops or to pull Bush's authorization for this war.

    In the House, the vote was 296-133, with a majority of Democrats voting against the resolution.

    In the Senate, the vote was 77-23, with 21 Democrats voting no, joined by Independent Sen. Jim Jeffords of Vermont and Republican Sen. Linc Chafee of Rhode Island.

    I'd say that was a majority.

    Bush lied when he stated that he was not wiretapping, that there was no rendition, that no one had told him about the N. O levees, that yellowcake was true, that Saddam was connected to 9/11 and Al Qaeda (he had NIEs and CIA reports that refuted this but continued to lie about the connection for YEARS)

    This is pure crock. I can't make out what the hell you are trying to say. And let's not got the way of Plamegate again, pleeeeze we know that a big fat crock too. And you are going to have to get a bit more specific about the wiretapping etc. but you can't.


    Whether it was a right or not, it has been practiced for thousands of years--and even if outlawed--will continue to be practiced. When women do not want their own seed )and that of a man) to bear fruit--they destroy it. And that justifys all else?

    It is not about children only or else those gay couples with Children would be allowed to marry. it has to do with societal promotion of the ideal family unit.

    And of course, they have children naturally? The ideal family unit has worked for centuries and now we should have a new social engineering because abortion enables us to do so, along with artifical insemination, which implies that there will be no relation within the context of family - just a bunch of people living together. If such is the case then parents/children, brothers/sisters, are all entitiled to the same benefits of marriage because they categorically fall within the framework of the new social structure.
