(CBS/AP)  U.S.-led forces killed a top al Qaeda figure linked to kidnappings of Westerners, including a U.S. journalist and a slain peace activist from Virginia, the military said Thursday. Mourners gathered at his home in a Sunni insurgent stronghold north of Baghdad.

In political developments, Sunni politicians accused Shiite Prime Minister Nouri al-Maliki of refusing to share power, as Iraq came under pressure from its neighbors to include all factions in decision-making.

The strongly worded statement by the National Accordance Front, which has 44 of parliament's 275 seats, did not issue a direct ultimatum but was issued on the opening day of a major international conference on Iraq in the Egyptian Red Sea resort of Sharm el-Sheik in a bid to remind the world of what the group sees as the gross failings of al-Maliki's government.

The announcement of the death of al Qaeda propagandist Muharib Abdul-Latif al-Jubouri came after days of conflicting government reports that the top leaders of the terror group and its front organization — the Islamic State of Iraq — had been killed.

In other developments:

  • The military is putting already-strained troops at greater risk of mental health problems because of repeated deployments to Iraq and Afghanistan, a Pentagon panel said Thursday in warning of an overburdened health system.

  • The U.S. should not shirk its responsibilities as a global leader or withdraw from the fight against terrorists just because Americans are weary of the fight, Defense Secretary Robert Gates said Thursday. Two days after President Bush vetoed legislation setting a deadline for a troop withdrawal from Iraq, Gates said there is no end in sight to the long war against violent extremists. "Our country is troubled and divided by a long and difficult war, a war whose end is not yet in sight," Gates said in remarks prepared for delivery to the Dallas Chamber of Commerce.

  • Secretary of State Condoleezza Rice met Syria's foreign minister Thursday during a regional conference on Iraq in the first high-level talks between the two countries in years. The main topic of discussion will be Syria's border with Iraq, reports CBS News correspondent Sheila MacVicar. The United States has long accused Syria of allowing foreign insurgents to enter Iraq through its borders.

  • Nearly 4,000 American soldiers are pouring into Baghdad this week, the fourth of five brigades being sent to strengthen an 11-week-old crackdown aimed at quelling sectarian violence, the U.S. military said Wednesday.

  • Four Filipino contractors working for the U.S. government were killed in a rocket attack on the heavily fortified Green Zone, the American Embassy said Thursday. It was the third straight day that the U.S.-controlled area in central Baghdad was hit by rockets or mortars, heightening concerns about security in the area that is home to the U.S. and British embassies and thousands of American troops.

    Chief spokesman Maj. Gen. William Caldwell said the military did not have the bodies of al Qaeda boss Abu Ayyub al-Masri or Islamic State leader Abu Omar al-Baghdadi and did not know "of anybody that does."

    He said the confusion apparently stemmed from misunderstandings by Iraqi security forces as al-Jubouri's body was being transported in Baghdad after it was released to his tribe. But he played down implications that it was a symptom of a broader problem of communication between U.S. and Iraqi forces, saying instead it showed that the Iraqis were doing their jobs.

    "They at least knew that they had somebody who was very significant," he said, adding that was "a very positive thing.”"

    The Islamic State of Iraq confirmed in an Internet statement that al-Jubouri, whom it called its official spokesman, had been killed, but it denied the death of al-Baghdadi.

    Two mth. vacation while their nation continues to be embroiled in violence? Those two mths. may just give Sadr the time he needs to finish his coup and take total control.

    Rather than taking a vacation, they should relieve US soldiers from their duties as policemen and bomb detectors for the Iraqi people.

    It is outrageous that Iraqi "lawmakers" are taking extended vacations while US forces are having their tours extended.

    If they are qualified to be "lawmakers," they are most certainly qualified to be "law enforcers." (or bomb detectors)

    What's wrong with this picture?

    But, having said that, they learned from George Bush. Very shortly after US forces invaded Iraq, he took a six week vacation. And, continued taking multiple week vacations until very recently.

    Our lawmakers are pissed over Iraq vacation?
    In the past couldn't it be the same as our lawmakers going on vacation when budget is due, don't point a finger at people for doing something that you do yourself.

    If Uncle Sam and the IRS didn't give me that binding April deadline to get my taxes done, I'd take a nice vacation in April, come back in May, and then maybe think about doing my taxes sometime in the distant future. Or maybe not.

    Without binding deadlines, onerous tasks do not get done. They get put off indefinitely.

    And what task could be more onerous than working out sectarian compromises in bloody Iraq ?

    (Note: the bloodshed in Iraq is now entering its 5th year. It's as bad as ever. There's no end in sight... Until January 2009, when a Democratic Administration takes over.)

    Just declare the whole d*amned country "a holy Muslim shrine."

    Then we'll have to withdraw all U.S. troops from Iraq, out of sensitivity and concern for the religious feelings of the Iraqi people.

    GW Bush has extended the troops Iraq "holiday" by three months.

    Meanwhile, the Iraqi Government are so concerned about the violence across their beloved country, that they are preparing to take a two month holiday.

    I think that says a lot about the "resolve" of the Iraqi Government and the lack of moral fiber of the Bush Administration.

    Of course, I guess if we added up all the holidays GW Bush has taken during his "War on Terror", we'd also be in for a bit of a surprise.

    The Iraqi politicians will never be concerned about violence in Iraq - not while GW Bush keeps giving them money and sacrificing the lives of our troops.

    I hope the chimp dies a painful death and feels the pain that every single one of our brave troops has felt.

    everyone should go on "vacation" -

    our troops all should be given a "vacation" too

    heck, the prez disappears for weeks on end on "vacation"

    The Iraqi Parliament is just taking a page from Prez. George (Bonzo) Bushit, who never met a vacation break he didn't like. While the average American is lucky to squeeze 2 or 3 weeks vacation a year out of their greedy employers, Bonzo Bushit goes to kick back in Crawford for months every year. Hell, why don't we get one of his Mexican ranch hands to be president and let Bushit chop brush all year!

    This is Reason #1 why there must be some threats to perform hanging over the Iraqi puppet government--otherwise we'll be there forever. Those people will never reach accommodation. BUT WAIT! That's what the neocons want--permanent military occupation of Iraq and its 100 billion barrels of newly found oil.

More americans have died in Iraq than on 9/11. And tens of thousands of Iraqis have died than on 9/11. But they are Iragis, and they don't count, right?

    The US Congress members want everything their way. They take vacations instead of making decisions, they skip sessions if they don't want to vote, they give themselves raises and they loot the very system they are supposed to work for. Great examples of the "American Way" They pretend they are doing what is right, but their own personal agendae are all that matters.     The "government" of Iraq clearly has a different agenda than that of the US. Perhaps the cause of peace will advance if the Iraqi government goes on vacation for two months? What kind of time deadline (or even concern about deadlines) is that. And yet the Bush administration fights our Congress over benchmarks.

    Bring the troops home. The United States citizens are brave and voted to deal with the consequences! To stay in Iraq is the act of a coward still trying to strengthen the "security" of ourselves and our "friends."

On the bright side I hope the iraqui parlament enjoys their staying in whichever piece of paradise they are going to and I hope they enjoy the money the US tax payers are giving them, I'm sure it's in the millions, millions that could have been used to fight cancer, the find cures for diseases, to raise the standard of living in the US, etc...but I guess iraq is more important. I bet it's nice to have 2 months of vacation, the dumbasses that are paying the bill don't have a clue what 2 months of vacation means.

    Accountability, this is a word lost on our administration. How can anyone defend not setting firm benchmarks with consequences when dealing with the Iraqi government. These guys must be held accountable for their actions or inactions. The time set to establish how oil revenuses are to be sharded has long past and still they donot have a workable solution. To even consider a two month summer break while our troops are being killed and maimed and we are sending billions of more dollars should upset every Amercian citiizen. Still our President wants a blank check with absolutely not timelines or benchmarks. This is utterly and compeletely ludicrous. I agree with John Edards on this one. Congress should send the same bill back to the President time and time again. If he refuses to sign, he is the one not funding our troops. The people spoke last November and made it clear we want change, if not, we will speak again in 2008.

    I think the Republicans and W are just trying to figure a winning scenario here. But they are such bumblers there is no way of winning until a Democrat is elected President. The Congress already gave him a way out. Legitimate Time Tables. I don't see how a Republican problem or one created by W is in any way America's problem.     And yet almost all Republicans would join Bush in continually funding the effort of our troops to die while the Iraqis vacation and their countrymen are butchered. And Bush and the Republicans want that money for the war with no expectations from al Maliki and company that have to be met. Explain THAT Republicans--and if they vacation, look for America to revile you even more--better hope no troops die while the Iraqi gov. are sunning themselves in other countries and their own troops are AWOL.

    I hope the Dems' win this game of chicken. They have the support of the Nation to make the Prez commit to a pull out, and now it is up to them to have the courage to do it.
    Dems and rational Republicans, you have been asked by the American people to end the travesty that is the Iraq war. Will you rise to that occasion? Until we pull out, or at least start to, and acceptable peacekeeping mission by folks who are palatable to the Iraqis cannot be developed. Once we commit to a pullout, rather than chaos, we have improvement. The Saudis, Jordanians and multitude of other Islamic nations are all set to provide troops and medical personnel. WE ARE IN THE WAY! A small fraction of the funds we are currently spending routed to aid this will have a great positive effect.

    Saudi Arabia isn't at fault for gas prices. Nor is China; their gas equates to something like 70 cents per gallon. (based off of 2 year old data, and acquired from someone else who posted on an internet forum.)

    China isn't hurting... but then, they have better public transport as well. Why hasn't America adapted as quickly as it should be? We can't rely on roads and Republicans are getting pissed at Democrats who want to raise gas taxes.

And Bush and the Republicans want that money for the war with no expectations from al Maliki and company that have to be met. Explain THAT Republicans--and if they vacation, look for America to revile you even more--better hope no troops die while the Iraqi gov. are sunning themselves in other countries and their own troops are AWOL.

    I think we should PAY the Iraqi Parliment to go on Vacation. Let's face it, they must be stressed out. We have only spent $500 Billion dollars on Iraq. As I've said before ,that is a disgrace. As Kennedy challenged us to reach the Moon, our goal should be to spend the entire Gross National Product on Iraq. Why spend $500 Billion when we can spend Trillions more of our hard earned tax dollars on a Country most people can't even find on a map. Our kids don't get much out of schools anyway. If we close the schools, fire all the teachers, take all the medical benefits away from the sick, and take away Social Security from the elderly than we will REALLY have some money to spend on Iraq. We can add to the phrase Operation Enduring Fiasco : VACATION ACCOMPLISHED

    Unfortunately we're going to break our military in this all or nothing campaign.

    The republicans do not care look how they voted, in 2008 it will be our time to vote.

    bush sends troops over there and won't even sign a bill to support them, that shows republicans do not support our military while in combat or recovering after being shot up.
