Warning signs, state-by-state child services information and a history of child welfare reforms.

(CBS/AP)  A man accused of raping his own daughter and posting video of the attack on the Internet is being held in Hong Kong Wednesday in what authorities called the arrest of one of the world's most notorious child molesters.

Former Washington state lawman, 44-year-old Kenneth Freeman, the subject of a worldwide manhunt since 2005, was arrested in Hong Kong by law enforcement officials with the Chinese government, reports CBS News correspondent Stephan Kaufman.

It's not clear what Freeman was doing in Hong Kong, but "obviously, he was trying to escape," said U.S. Marshals Service spokeswoman Nikki Credic.

The scenes allegedly showing the girl being raped by her father became one of the most widely downloaded child pornography videos in recent years, adds Kaufman. Freeman's daughter is now a teenager who advocates against child sexual abuse; she has appeared on TV to tell her story.

The Web video was featured on the TV show "America's Most Wanted," which, in turn, triggered calls to the National Center for Missing and Exploited Children that helped identify the girl.

"Freeman will be returned for trial here, where penalties for child exploitation are among the toughest in the world," said Homeland Security Assistant Secretary Julie Myers, who oversees Immigrations and Customs Enforcement (ICE).

U.S. Marshals director John F. Clark called it a "complex, international case."

Authorities said Freeman, facing local and federal charges, fled the United States last year. Investigators tracked him down in Suzhou, a city in China, where he is believed to have been working at the local office of a U.S.-based company. The United States does not have an extradition agreement with the Chinese government to return fugitives to their native nations.

However, such a treaty does exist between the United States and Hong Kong. In the last several weeks, investigators discovered Freeman was planning to travel to Hong Kong, where he was arrested on his arrival at the airport, officials said. Trying to flee, he injured four Chinese police officers while resisting arrest, officials said.

Credic said it was not clear when Freeman would be returned to the United States.

His arrest follows more than a year of investigation by the Marshals, ICE, the State Department and the Benton County Sheriff's office in Washington state.

Here is another discussion to talk about. Which sounds inhumane? Raping an innocent child or decapitating the man who did it. America, wake up. It might sound gross and inhumane, but if all we do is put these guys behind bars, they are going to get out, and they are going to do it again, and again, and again.

Julie Myers of ICE is an idiot. Some courts let a child rapist serve little or no sentence all of the time. (Check out the state of Vermont, one of many states lenient on child rapists.)

Anyone who rapes a child should be sentenced to life in prison!

kindrox: Your opinion does make since, and mine seems as though it may be a little bit over the line. All I wish for is a safer place--if any exists--for people and children to roam freely without pedophiles ruining their lives. But turning a rapist into a eunuch would not only lessen those men from ever doing it again, it would also make other men who never tried this never try it at all. The percentage of pedophiles would drop dramatically. Common sense, guys, don't do it.

Let us all save the American people some tax dollars and extradite him one way to a nice rural area in the southern U.S. Somewhere in the heart of the Appalachians. There are plenty of card carrying red-blooded American voters that would be more than happy to make short order of his arraignment, trial and sentence. The entire process will take no longer than one day, two at the most. We are sensitive enough however to allow an accredited profiler speak with him with his counsel%u2019s permission. The intent being to collect some data that is relevant to what makes a monster such as this tick. Above and beyond that his due process will be afforded to him, the sentence carried out and the chapter of this story can be closed and left for the scholars to comb through.

Hey, US_Infidel -

I think there is a difference between porn involving consenting adults and that involving rape of a minor. I don't think people who enjoy porn are necessarily perverts, and I hope we wouldn't all be shot. Otherwise my girlfriend and I will be up against the wall pretty early on!

Again, though, I think there's a difference between couples who watch porn together as a little "spice" and the dirty raincoat crowd. I also agreed with your point earlier about drug addiction, etc. in porn. The unfortunate thing about internet porn, the "amateur" sites and so on is that it makes that sort of thing much harder to regulate. A lot of the more "mainstream" video companies have been quite pro-active and self-regulatory about requiring STD testing and substance screening for their performers; quite apart from any moral concerns, clean and sober employees are good business. But that sort of thing is a lot harder to monitor when there are a couple of million small businessmen and women making money with their self-produced porn, and so on.

With regard to this story in particular, if this guy is guilty as charged he is one twisted *** who is going to have a very hard time in prison (pun intended) and rightly so.

jimibear,

So true. I will defer to your expertise on the matter. BTW, I certainly didn't mean people such as yourselves should be shot....I meant people like this guy, and the guy from FL, etc.

But I still think it's bad. I think people feed off this stuff and it pollutes their brain. It may work for some, but not for me. It's just not my thing and it certainly wouldn't break my heart if it went away.

No, anyone who steals the innocence of a child in this way needs to be castrated and tortured.

Rushman71;
Forced castration?
hmmm, Not sure about pedophiles, but normal(?) rapists do not do this as a s*xual thing, but as a degrading(to the victim) and power trip thing. In cases of forced castration on rapists, more often than not, since these creatures are not able to satisfy the urges and desires of their sick minds through rape, they can and will turn to murder. Then these child-rapists can and may turn into child-murderers.

I don't think a quick death is an appropriate punishment. The rest of his life he should be surrounded by the same type of trash as him.

Unfortunately sometimes inmates receive "protective custody." I hope that's NOT given to him because he was a cop.

My daugher's murderer is currently segregated from the rest of the inmates in jail. After his trial in July and he's transferred to prison I hope that changes.

Killers, rapists and abusers of young women need to pay for their crimes by facing a lifetime of prison amongst the general prison population. Why execute them and give them a peaceful send-off when they can instead be abused daily?

I hope my daughter's killer lives forever.

That would be a popular video on Youtube.

In general population ?

because killing people is the only surefire way to make sure that later, through some quirk of the law--the killer does not get out or even worse yet--that they do not enjoy themselves in prison. Contrary to the movies and other books about prison life--though molesters and rapists are targeted, many are so depraved that they end up NOT being molested in prison but on being rapists in prison ---terrorizing other inmates. Imagine this guy being inducted by the Aryan Bros or some other group and taking part in rape and tortures-- and making a life for himself in prison, not what you have in mind?

Death guarantees ZERO recidivism rate and no new victims--not of children or of any other person. And THAT is one of the reasons, people support the death penalty.

The first amendment right to free speech needs not over-ride the constitutional right to life liberty and the pursuit of happiness by our children whose inalienable rights to the innocence enjoyed in a happy childhood is the paramount pinnacle of the pursuit of happiness.

Put him with the general population in prison and let them do the work. Besides being an ex-cop, he is a child rapist and those are two types of people the general prison population HATE. Prisoners have their own codes of conduct and one of them is that you do not harm children, i.e., rape, molest, murder, etc. Plus being an ex-cop just adds fuel to the fire so to speak. He will get what he deserves in prison.

*** do you mean "Assuming he's guilty"??? Are you stupid?

The effing pr*ck posted a video on the internet of HIMSELF raping his own daughter. If that doesn't prove he's GUILTY what does?

Sorry Iceman_1960, but you one sad little person.

How about when people used to have their hands cut off for stealing? Why don't we just cut off the 'weapon' he used on his daughter, without the benefit of anesthesia, and then send him off to prison? He won't be raping anyone there. And when he gets raped, then it could be video taped and posted to the internet.

This creep deserves the worst kind of punishment that could possibly be given. No easy way out by just giving him lethal injection. I am one who believes in capital punishment and that the previous methods of the death penalty should be brought back. Hanging, Firing Squad, Electric Chair, Gas Chamber. These methods worked just fine. When these types of methods were used for the death penalty there was a lot less crime. These criminals today don't even fear the punishment they will get because it isn't harsh enough to deter them. (it's just a little pin prick.... i'll feel no more, ahhhhhh). I do not think that the convicted criminals of horrendous crimes deserve to die a nice, peaceful, painless death.

Their victims didn't get away without suffering.

How many molesting creeps have been slapped on the wrist for their crime let out only to kill a child next in California alone? If they got the death penalty then so be it kill them now! No appeal process. We pay out the butt to house them. Prisons way over crowded? YES All the murdering men and women are living on our tax dollars. I am an ex-con (drug conviction) from 15 years ago I am still on parole for that 1 conviction. Was suppose to get off last December did everything right like I was suppose to. But nope they still have me. For a half of gram of meth since 1994. But yet there are child molesters roaming the streets. They have not registered like they were suppose to and left state. Looking for a juicy victim.

The way I see the world today. TV molests our children everyday. It corrupts the whole world with bullcrap. Even back when it was black and white TV. Oh the power they can have with that TV. And now they are at their best. And this is only the beginning. We all need to get right or get left behind. It's all about choices!! God Bless this mans daughter. For her courage and strength.
