"War Czar" Will Be A 4-Star Nagger

Analysis: White House Having Trouble Filling The Job Because It Entails Facilitating, Not Enacting

Defense Secretary Robert Gates extended active Army troops' stay from 12 to 15 months as a result of short supply. The White House is also having trouble finding a 'War Czar.' David Martin reports.

To people who live outside the Washington Beltway, the White House search for a "war czar" to coordinate strategy in Iraq and Afghanistan may seem like just another bureaucratic shuffle. In reality, it is a confession that in the fifth year of the war in Iraq, the Bush administration still has not figured out how to harness all the agencies of the U.S. government into a unified war effort.

Or, as Defense Secretary Gates put it, "one of the arguments that we hear frequently and frankly are very sympathetic with is that we and the State Department are about the only parts of the government that are at war."

The National Security Council and the job of National Security Adviser to the President, currently held by Stephen Hadley, was created decades ago for the express purpose of coordinating all of the different agencies that play a role in national security strategy. A search for a "war czar" is an admission by the Bush administration that the National Security Council has failed to do its job.

Gates put it more kindly when he said the "war czar" would do what "Steve Hadley would do if Steve Hadley had the time."

So why can't the National Security Council do its job? The answer, from a retired general who was asked to become the "war czar," is that "Rumsfeld destroyed the NSC."

Donald Rumsfeld became infamous during the first six years of the Bush administration for ignoring the NSC and working one-on-one with the President and the Vice President. Even Colin Powell, then the Secretary of State, has since complained that he was cut out of the process at times.

Rumsfeld made clear during his years as Defense Secretary that he regarded the "interagency process" -- getting all the agencies to participate in the formulation and execution of policy -- as worse than water torture. For him, the "interagency process" – read: National Security Council -- was the place where all good ideas went to die. Rumsfeld's gone now, the retired general said, but the habits the NSC learned during those first six years remain.

By my count, at least five retired generals have turned down the "war czar" job. Only one of them, retired Marine Jack Sheehan, has publicly said why.

"I don't think they've got a coherent strategy," Sheehan told me, adding "the real issue is does Cheney play in this deal?" In other words, will the "war czar" have to do daily battle with the Vice President, a battle in which the VP has all the clout?

No general, even one who is not a critic of the strategy, would want to be "war czar." Generals are used to giving orders and having them followed or else. The "war czar" would be, to use Gates' terms, "a coordinator and a facilitator," which in bureaucratic terms means he would be responsible for making all agencies pull together but would have no authority to make it happen.

He would be, in other words, a four-star nagger.

It's hard to see how that would make any real difference in the war.

What an incompetent looking little twit!! Not a scar on his pasty white ***. Another frickin' college prof like Wolfowitz . How about someone with some scars from living an average life instead of another ivory tower ***. And no, I can't imagine a General as a nag-in-chief; they wouldn't do it and neither would I. It's a fall guy position, what a ***' joke this admin is!!

War Czar, what an appropriate way to say our country is run by a redneck LMAO. Hadley was quoted as saying that the positon may be open to civilian candidates. So where do we apply, do we call the WHite House HR department? Is a GED required or do you need an actual diploma. My friends and I have had a good laugh over this one. I have a friend with a swamp buggy and a shotgun, maybe he could be my tactical advisor, and I know a guy who is great at battleship, maybe he could be my naval strategies advisor.
Thanks for the friday laugh!

I'd recommend mine except I might get arrested for an attempt on Bush's life by sending her there. When I grew up a simple country boy in a mid-west farm town I had never even met a Jewish person. When I met and married my loving wife 13 years ago I didn't really think it would be that much different being married to an East Coast Jewish only child from Manhattan then when I was married to the girl next door in my first marriage. Silly me. My wife makes Joan Rivers look like a piker. Bush couldn't handle her truth. lol!

The Constitution clearly provides for a "war czar."

His most commonly used title is "Commander in Chief."

Since George Bush finally admitted he is unqualified to be "Commander in Chief," he should resign or be impeached.

It appears the "decider" is once again attempting to "pass the buck" while he denies, delays and obfuscates, apparently hoping to pass the buck to the next "Commander in Chief."

If Bush refuses to resign, he should be impeached so we can install a competent "Commander in Chief." Which means D. Cheney will also need to resign or be impeached since he is likewise unqualified for the job.

The war is lost (as it was from day one of this debacle) and now Bush is getting sick of having the finger of (rightful) blame pointed at him, so he wants to have a war czar that he can use to try to deflect blame from himself. It's sort of the same reason why he wanted a meeting with democrats who oppose him. If he can get them to sign on to one of his scr*ewed up proposals about the war then he believes he can transfer "ownership" of this mess partially to them. Ain't gonna work Georgie! This is and will always be known as BUSH'S war and no one else's! YOU broke it George! This and will be known throughout history as BUSH'S fu*ck up! Just like everything else you've ever done in your whole pathetic life. No wonder "daddy" loves Jeb more. He has SOME brains.

Bush's A-D-D must have kicked in and must have got bored with the day to day job of doing the work of Commander in Chief. Good thing, he is a total failure and a total fake.

I'm am looking forward to seeing him before the Hague. I believe Hess's old prison in Berlin is still available for him and his gang of neocon thugs too.

SHAKE AND BAKE TRAINING! BUSH SUPPORTING THE TROOPS AS ALWAYS?

H E L L THIS HAS GONE TOO FAR WRITE CONGRESS!

Did you know that the Bush Administration has been back filling Ranger Units with Three Week trained Troops that go to a Ranger Familiarization course and then are back filled in Ranger Units to fill up the unit strength so they can deploy them! These are not Black Tab Rangers but soldiers that are Pre-Rangers just to fill a Ranger Slot and forced to go into combat without the full Black Tab Training Course! DO ANY OF YOU THINK THIS IS THE BEST WAY TO TRAIN AND COMMIT OUR TROOPS INTO BATTLE? Currently over 25 percent of Ranger companies are not filled by Fully School Trained Rangers!

If you think Americas sacrifice is worth it contact your ELECTED OFFICIAL and tell them http://www.visi.com/juan/congress/
