Sexual Abuse Charges At Texas Youth Prison

(AP)  Two former West Texas juvenile prison employees were indicted Tuesday on charges of sexually abusing teenage inmates — the most serious accusations to emerge from a youth prison scandal.

John Paul Hernandez was indicted on 11 charges related to sexual contact he had with students at the West Texas State School. Ray E. Brookins was indicted on one count each of having improper sexual activity with a person in custody and having an improper relationship between a student and educator.

Texas Rangers arrested the men Tuesday. Bail was set at $600,000 for Hernandez and $100,000 for Brookins.

Meanwhile, a teacher at the state school filed a petition to oust a prosecutor criticized for not pursuing allegations of rampant sexual abuse at the youth prison.

The prosecutor filed his own petition to remove a county attorney who is among his critics in a scandal that has seen the state's juvenile detention system overhauled.

Patsy Elkins, a teacher at the school, filed the petition in Pecos to remove Ward County District Attorney Randall W. Reynolds on grounds of incompetence and official misconduct.

About 15 minutes later, Reynolds filed his petition in Monahans to remove Ward County Attorney Kevin Acker. Reynolds alleges Acker overstepped his legal authority by demanding that Reynolds resign or be forced from office.

Reynolds has been under fire since the allegations about the West Texas State School were made public earlier this year. According to an Associated Press analysis of state court filings, he declined to prosecute most cases about the school that were sent to his office in 2005 and 2006.

Reynolds issued a news release saying he found it ironic that the state attorney general's office had apparently assigned five to 10 attorneys and staff to the grand jury investigation, while he had been criticized "as a part-time country DA ... for not doing it all in the time the media deemed appropriate."

Acker said Reynolds' petition against him was retaliation.

"I gave him a chance to resign," Acker said.

Elkins didn't immediately return a call seeking comment.

The laws are on the books against non-consensual sex: those are called RAPE. What is incredible is that rape to the state authorities is merely an opportunity to incarcerate John Q. Public over kids in the home or contact with kids at school or in public.

WARDS of the state are the same as kids in the home....and the 'responsible parent' and those who observe or are aware of the abuse...well, the other standard seems to kick in...only John Q. Public because as a slave...they have to work for the state...

But taking someone off of the State payroll...??? Big no-no...

And the point of this story is.....what? *** goes on in prison? This we know. *** goes on between teens and adults? We know this too. Don't tell anyone, but it even goes on in public schools between teachers and students.

This story made it on to CBS' website because it occured in TEXAS. CBS/MSM hates Bush. Will certain bedwetting, liberal, Bush haters infer that somehow this is related to Gonzales/Chaney/Bush? Absoultely.

The sexual abuse with these children is based mainly in CONTROL & POWER OVER SOMEONE COMPLETELY. For the most part, *** is just an added perk for some of these guards and politicians. I can fully understand when this gets rolling and the whistle blowing starts and as the you-know-what starts its descent down hill off the ivory towers, many of these guys will find out FIRST hand how these children felt, and for that, I have absolutely NO SYMPATHY. Some of those guards are gonna take a long trip up the Hershey Highway and NOT come back, or perhaps they had that in mind all along. I have a list of names of some whom I suspected were abusing children when my son was a guest of the waste state of texass, thought about at this point just posting them on the internet but now, think I will just hang on to them and see who's cage I can rattle the hardest. Mr. Cyers & Lt. Morgan know just what I mean, eh guys? You sweating yet? LOLOLOL

How long has this been covered up? years and years and years...but in defence of the State of Texas, we are not all like this. This could have happened in any state. And we are not all pedifiles and we don't have *** with our livestock. I grew up 20 miles from this facility, and I too find this out right disgusting and I hope they punish ALL involved with this These children are already living with the consequences of their actions that brought them to the TYC, now they have to deal with the pervs who took advantage of the situation. It's just sick!

When my son was "held over" for an investigation, I contacted Gonzo's office many MANY times about what I had seen, both in pictures and audio, I was told to "get off their backs" or they would take my son out of the juvenile system and place him in an adult facility. which of course is supposedly illegal in Texass. The unspoken law there is, "You don't s h i t where you eat." Prof. Keikbushe from UTPB used to work for wackenhutt and would not discuss why he quit, but I suspected due to his demeanor about it, this investigation was the start was the reason. Texass, where STUPIDITY is the religion, and IGNORANCE the way of life. Look for my book about what REALLY goes on in the lone star local politics and legal system, it is both humorous and scary, and true.

PRIVATIZED guards.

Profits means warm bodies - more lower income children arrested as they are profit STOCK.

inferior hiring / lower standards. -- wackenhutt is used by most public funding for PRIVATIZED cheapness. You hire cheap service, screen less and yep - your stock suffers. Ask martin andersons' parents what it takes (7 private citizens beating your child to death and shoving ammonia tabs UP HIS NOSE -)

Less quality food, less medical services and what could be more convenient FINANCIALLY *(and profitable) but to house them in "camp facilities*....

Who is administrating this particular "youth JAIL?" odds are someone making a profit and not doing the job.

The overall epidemic of this teen boui thang is to make you males controlable females. This type of psyop has been used by the Spartans, Roman Catholic Church and other powers. Once running, it runs on autocycle...lol.

Din't think it works? How about the Howard Dean screem? Or other irrational things that would make one guy ickey to another guy? That type of looks or societal embarassment used to only work on females. Also causes introversion and societal self paranoia like a women. Neo-cons and neo-libs are a bunch of gossipy biaches. Along time ago, it would be male-ly cool that Bush Sr. barfed on the leader of Japan.
