(CBS/AP)  A suicide truck bomber, his deadly payload hidden under bags of flour, crashed into a police station in a Kurdish neighborhood in the disputed city of Kirkuk on Monday. At least 15 people were killed, including a newborn girl and a U.S. soldier, and nearly 200 were wounded.

Several girls walking home from school were among those wounded in the bombing, a possible prelude to far greater violence to this oil-rich city 180 miles north of the capital. The attack came just days after the government adopted a plan to relocate thousands of Arabs who were moved to Kirkuk decades ago in Saddam Hussein's campaign to displace the Kurds.

Doctors worked in a scene of bloody pandemonium as wounded were brought to the emergency room. There was barely room to move. Many of those being treated appeared to be either very young children or schoolgirls, many crying with blood spattered on their clothes. Several badly mutilated dead bodies filled the back of a police pickup truck as a U.S. helicopter flew overhead.

Sarah Samad, 13, said she had just finished taking an exam and was near the school gate at the time of the explosion.

"The gate fell on my leg and broke it," she said from her hospital bed.

Bombings elsewhere in Iraq killed at least 12 people and wounded more than 40, and police found the bodies of at least 35 victims of sectarian killings. The 21 bodies discovered in Baqouba, about 50 miles north of the capital, were believed to have been Shiite workers grabbed from three minibuses stopped at illegal Sunni insurgent checkpoints near the violent city. Baghdad police said they found 14 corpses, most tortured and killed execution style; all were thought to be victims of Shiite death squads.

The government plan to move Arabs — both Shiite and Sunni Muslims — out of Kirkuk was a victory for the Kurds, who have 58 seats in the 275-member Iraqi parliament and are closely aligned with the ruling Shiites. Thousands of Kurds have returned to Kirkuk after being forced out by Saddam, who accused them of siding with Iran in the eight-year Iran-Iraq war in the 1980s.

But many Arab politicians have rejected the plan, saying it would facilitate attempts by non-Arab Kurds to absorb the city and its surrounding oil riches into the ethnic group's semiautonomous region in the northeast of Iraq. The strongest opposition has come from Sunnis, who are dominant in regions that lack oil reserves and fear the Kurds won't share oil revenues.

In other developments:

  • Senate Majority Leader Harry Reid said Monday he will try to cut off funding for the Iraq war if President Bush rejects Congress' proposal to set a deadline for ending combat. The move is likely to intensify the Democrats' rift with the administration, which already contends Democrats are putting troops at risk by setting deadlines. Meanwhile, the Senate's top Republican leader dismissed as unacceptable any legislation that sets deadlines for a troop withdrawal. He called on Democrats to cut short their Easter recess so lawmakers can quickly send a final version to Bush for a veto. "This bill is not salvageable," said Republican Sen. Mitch McConnell.

  • A Dutch businessman appealing his war crimes conviction denied Monday that he knew chemicals he sold to Saddam Hussein's regime would be used to make poison gas. Frans van Anraat, 64, is petitioning to overturn a 15-year prison sentence handed down in December 2005 for selling tons of chemicals made into mustard and nerve gas that was unleashed on Kurdish villages in northern Iraq in 1987-88 and against Iran during the 1980-88 Iran-Iraq war.

  • The White House said Monday that President Bush had a videoconference with Prime Minister al-Maliki to discuss the situation in Iraq and joint efforts to improve the security environment and advance the process of national reconciliation, CBS News Radio correspondent Mark Knoller reports. During the call, both leaders agreed on the importance of the present security plan for Baghdad and other areas of Iraq and agreed that these plans must be carried out until lasting success can be achieved.

  • At least three people died when a car parked in a garage exploded Monday in western Baghdad. The blast happened in a mixed Sunni-Shiite area near a governmental property registration agency. The area has been a frequent target of suspected Sunni insurgents who are apparently increasing their attacks in an effort to derail the U.S.-Iraqi security crackdown.

  • Iraq's top Shiite cleric opposes a draft law that would allow former members of Saddam Hussein's ruling Baath Party to resume government positions, the head of the committee dealing with the Baathists said. Ahmed Chalabi met with Grand Ayatollah al-Sistani on Sunday in the Shiite holy city of Najaf to discuss the draft law that would allow thousands of former Baath Party members to regain their jobs or grant them pensions if they are denied jobs they once held in the government or military.

    The only aid the city of Kirkuk needs now is moving vans to get the rest of the people out. If the people don't want to subject themselves (hey, Einstein, this could also mean kids) to being killed in a war zone, move. While waiting to move to better environs, I suggest they just turn in any of the suspected "bad seeds" to the local authorities. Or garrote them theirselves.

    bluestardad How about some neutrality on the donors and recipents of AIP?AC, like listing all the democrats that have contributed and accepted contributions from AIPAC? I am not a republican but fair is fair and neutrality of both parties is the only way to have a objective opinion or statement. I am a independent.Both parties have there hands in the AIPAC cookie jar.A google on past contributions and recipents show that both parties are indebted to AIPAC.

Like providing research streams for my points in hopes that those with differing views will do the same.     Outward view, non binding resolutions, resolutions without enough votes to override a veto, resolutions that may or may not have the legal authority to be implemented because of conditions placed. Whenever a member of congress is voting knowing all of this in advance in favor of withdrawal of troops what are they actually doing. Pandering and grandstanding and with the proposed deadlines being right before the presidential election.

    Although Iraqis say they want US forces out, the real priorities of the Sunni insurgents and Shia militias, not to mention al Qaida, are 1)kill as many from the opposing community as possible; 2) get as much land and oil revenue as they can seize; 3)gratify their Saudi, Syrian and Iranian sponsors; and 4) harm the coalition forces in the process of doing 1,2 and 3. Stop the killing, use politics to pursue partisan goals, and the US and coalition forces will be out of Iraq(quite gladly)in six months! The Iraqis have had this key in their hands for a couple of years, but US withdrawal is not their principal aim

    Fact is, the primary items Iraq got from the US was authorized for medical research only. NOTHING ever was disclosed that demonstrated any intent by the USA or any of its allies to provide Iraq with Chemical or Biological weapons.

The United States with Great Britain block all Security Council resolutions condemning Iraq's use of chemical weapons, and on March 21 the US becomes the only country refusing to sign a Security Council statement condemning Iraq's use of these weapons. B) The US Department of Commerce licenses 70 biological exports to Iraq between May of 1985 and 1989, including at least 21 batches of lethal strains of anthrax. C) April 1988. US Department of Commerce approves shipment of weapons grade botulin poison to Iraq. D) April, 1988. US Department of Commerce approves shipment of chemicals used in manufacture of mustard gas.

Dow chemical sells $1.5 million in pesticides to Iraq despite knowledge that these would be used in chemical weapons. July, 1991 The Financial Times of London reveals that a Florida chemical company had produced and shipped cyanide to Iraq during the 80's using a special CIA courier. Cyanide was used extensively against the Iranians. February, 1994. Senator Riegle from Michigan, chairman of the Senate Banking Committee, testifies before the senate revealing large US shipments of dual-use biological and chemical agents to Iraq that may have been used against US troops in the Gulf War and probably was the cause of the illness known as Gulf War Syndrome.

    Bullsh*it all you want, but all of the credible evidence is overwhelming. The Reagan and Bush administrations repeatedly approved of or helped ship tons and tons of biological and chemical weapons materials to Saddam Hussein.

    Here's a little visualization to help understand the scope of the Bush-Cheney Murder Machine (since our Corporate Media has sanitized with War for US - out of sight, out of mind)

    If the coffins of all our troops were lined up end to end, they would stretch down the highway for 4 long miles. Think about it next time you drive to work. Watch the clock as you are going 60 miles per hour, rushing past all those coffins, and think about all the fatherless kids, the grieving families surrounding each one. And tens of thousands more suffer permanently maimed, brain damaged, psychologically wounded.

    Now think about the dead Iraqis - the end to end bodies (no coffins for most), would go on and on for a couple HUNDRED MILES. That is the legacy of our fascist WAR PRESIDENT - a murderous thug.

    Randal, our government has always created our enemies for us, then they demonize them to the brainwashed masses through their controlled mass media.. or tele - vision... where they tele their vision into everyones heads. Reagan even called the afghan mujahadeen who went on to become Osama & The Taliban freedom fighters and dedicated a space shuttle flight to them. It continued with Clinton and Rumsfeld teaming up to sell North Korea nuclear reactors after giving North Korea over $100 billion in "foreign aid" over about a 10 year time period, and gee what do you know, now we got a nucular enemy. It's all about selling weapons, and dual use technology like nuclear reactors, do some research and you'll find richard cheneys and halliburtons dealings with Iran. I've always heard halliburton was originally owned by LBJ's wife during vietnam. Go look into the drug business, our government brings all the dope in and then wants a "War on drugs" so they can imprison those ignorant enough to buy into their drug culture that the CIA created during the late 60's and 70's.     Wrong again. Perhaps you weren't around in the '80s when Reagan sold Saddam helicopters, which Saddam used to gas Kurds and Iranians. Then Reagan sold arms to Iran (remember Iran/Contra?) to kill Iraqis. Remember the photo of Rumsfled and Saddam shaking hands? They were buds!! Rumsfled knew in 1984 that Saddam had WMD back then but kept it secret until the first Gulf War. By then the WMD were depleted, else he would certainly have used them against the U.S. invasion then.

    It's all public knowledge and can be found on the internet and elsewhere.

    The operative word is had. Most were destroyed after the first Gulf war as witnessed by UN weapons inspectors. Any that may have been hidden expired years before Bush invaded Iraq this time. Most gas and chemical weapons degenerate very quickly and none could have lasted the years between wars.
