Residents of the city's Wanzhou district have until March 15 to hand over their dogs, according to a directive seen Wednesday on the district's official Web site.
"All the dogs in the area should be killed. A compulsory cull phase will begin after March 16. The forced cull will be carried out by the police," the directive said.
The statement said government guard dogs and those animals kept for research institutions, military and commercial purposes would be spared.
Officials have rounded up dogs in other cities, such as Beijing, as they crack down on strays and unregistered pets.
A spokesman at Wanzhou's Health Department refused to comment about the cull.
Hong Kong's South China Morning Post newspaper on Wednesday quoted a Wanzhou health official, Ran Hua, as saying the move would combat rabies in the area. He said three cases have been reported within the last year, and the paper said one person died last month.
The slaughter of 50,000 dogs for similar reasons last August in Mouding county prompted sharp criticism from the press.
The official newspaper Legal Daily blasted the killings as an "extraordinarily crude, cold-blooded and lazy way for the government to deal with epidemic disease."
"Wiping out the dogs shows these government officials didn't do their jobs right in protecting people from rabies in the first place," the newspaper, published by the central government's Politics and Law Committee, said in an editorial in its online edition.
More than 2,000 people die from rabies each year in China.

And cows are not ATTACKING AND BITING AND KILLING Americans the first chance they get, as the dam dogs too often do!
It's not that people do "not care" about the dogs!
It's the irony/hypocrisy that no one seems to care about the countless cows and other animals we slaughter here in America every year; yet like international bullies, we are up the Chinese behinds for behaving like Americans -- KILL ANIMALS TO SUIT THEIR PURPOSE!

Cows are more humans and HARMLESS TOO; yet we slaughter millions every year.
Get a clue will ya!
What we really need are the Chinese sticks in the US; too many dogs have been attacking and killing people on account of these silly dog maes who value humans less than mere dogs.
What the Chinese are doing IS humane!
THE CHINESE ARE OUT TO PROTECT HUMANS -- THE PRIORITY!
Moreover, a lot of those dogs will wind up in Chinese cuisines. LOL
Not a meat eater myself, I'm laughing at the irony of how different cultures react to common circumstances.
If the Chinese cannot develop an inoculation program against rabies, they aren't as smart as they think they are! Makes me wonder what ELSE they don't have inoculations for! Is it any wonder that so many illnesses START in their country for?
During WWII, the Japanese tried to develop a more potent form of rabies to destroy the Chinese and others. Perhaps their efforts were successful after all! The next thing you know, there won't be any animal life left in China, not even Pandas!
And we do so much TRADE with these people? Time to BOYCOTT China and their imports! Bring industries and jobs BACK HOME to our OWN workers!!!
There is a rabies vaccine here in America and China can make basically everything we have.
There is no excuse for this tyranny!
Hopefully the Chinese people will wise up(and rise up) maybe when they realize there is no more dog meat?

I'm still amazed that CBS would post a picture like that. It leaves little to the imagination; and I know for sure that many American dog sweethearts wouldn't have wanted to imaging countless dogs getting the daylights whacked out of them with big sticks.

Actually kissing a dog that is always licking at its dirty bahind is more disgusting.
And some Americans even screw their dogs.
We don't think a people can get more disgusting than kissing and *** dogs.
I think the Chinese need to bring those dam clubs to America; they would surely cure a lot of Americans of their psychoses with dogs.
Also, Americans drink loads of cow's milk. Drinking cow urine doesn't seem that much different.
Moreover, cows are vegetarians. They are a lot cleaner than dogs that eat all kinds of chit! LOL

Look on the bright side, will ya: A lot of those dogs will likely wind up as Chinese dog soup, and barbecue ribs, etc. LOL
