(AP)  Secretary of State Condoleezza Rice on Wednesday called a Russian general's warning that Poland and the Czech Republic risk being targeted if they host U.S. missile defense bases "extremely unfortunate." Rice also repeated assurances the system does not threaten Russia.

Gen. Nikolai Solovtsov, head of Russia's strategic missile forces, said Monday that Russia might train its missiles on the two countries if they accept a U.S. proposal to base 10 interceptor missiles in Poland and a radar in the Czech Republic.

"I think that was an extremely unfortunate comment," Rice said at a news conference in Berlin, adding that the system did not threaten Moscow's forces "and we have had the opportunity to explain that to Russia."

She said the United States has made clear to Russia that the system would be to counter any missile threat from Iran. The system is too small to stop Russia's large nuclear arsenal, she said.

"Anyone who knows anything about this knows that there is no way that 10 interceptors ... are a threat to Russia or that they are somehow going to diminish Russia's deterrent of thousands of warheads," Rice said.

"I think everyone understands that with a growing Iranian missile threat, which is quite pronounced, that there need to be ways to deal with that problem," she added.

The missile dispute is chilling relations between Moscow and Washington, which have already been damaged by differences over NATO's eastward expansion and U.S. concerns over human rights in Russia.

Russian Foreign Minister Sergey Lavrov said Moscow sees the establishment of the missile defense sites as a signal that the United States wants to gain nuclear superiority over Russia. He dismissed U.S. claims that it was to counter Iranian threats.

"If they talk about potential threats coming from Iran or North Korea, missile defense elements should be located in a different place," Lavrov said in an interview published Wednesday in the daily Rossiyskaya Gazeta. "We can't help noting that these facilities would be capable of intercepting missiles launched from Russia."

Here we go again..The last cold war Russia and the U S threatened each other over Canada.This time Canada should have a thousand nuke-rockets and inform these two countries that the first one to try to use Canada as a battle ground gets wiped out.

They tried it with China earlier on; and China knocked down one of our spy planes and had it cart it out of China in pieces; yet we don't seem to learn that large nations can STILL hurt us real bad if we continue to fight the Cold War.

I think Russia should Join the United States and co-develop a missile defense system that benefits both countries. In fact, why won't Washington as Russia to host a missile defense system as well and assist in manning it. I think it's time that Russia and the United States become co-equal partners in strategic defense, self-defense and the war against terrorism.

First of all, as a Russian-American, I'm offended at some of the comments made here! Its very sad to see that in 2007 there are still people who are stupid enough to think that its acceptable to use ethnic slurs or other bigoted remarks to make some sort of half-baked political point. Second of all, considering the HUGE Iraq mess we are in and the general instability in the Middle East, what in the world are we doing antagonizing yet another country? Is this administration purposefully trying to create instability in the world?! This bad for America and bad for the world!

There is no room in this country for hyphenated Americanism. When I refer to hyphenated Americans, I do not refer to naturalized Americans. Some of the very best Americans I have ever known were naturalized Americans, Americans born abroad. But a hyphenated American is not an American at all.
This is just as true of the man who puts %u201Cnative%u201D before the hyphen as of the man who puts German or Irish or English or French before the hyphen. Americanism is a matter of the spirit and of the soul. Our allegiance must be purely to the United States. We must unsparingly condemn any man who holds any other allegiance.
But if he is heartily and singly loyal to this Republic, then no matter where he was born, he is just as good an American as any one else.

As a Russian American you should be equally dismayed that the motherland is itching to ratchet up the rhetoric on nuclear first strike capabilities. The reason the whole thing works is that the US and Russia have enough nukes to annihilate everyone - and everyone can pretty much agree that a nuclear first strike would be pointless for either nation. What is to gain if the people are gone and the ability to step foot on the continent of Asia is null and void for a million years?

Not so for Iran - and as one of the other major nuclear players the Russian military should be offering to help in missile deterent systems to so that we do not get a nuclear rogue state in the middle east.

Personally I think we should provide Ahmenadijad with ten ICBMs and give them to him with an iron clad guarantee that if they light one off on anyone pre-emptively, that the nation of Iran, starting with the great city of Tehran, will shortly become a large green glass tourist attraction for generations to come with - No questions asked.

Lars - while the spirit of what you say seems right you should think about this. Language like --No room in America for those who are disloyal-- Is frighteningly Nazisitic. Loyal to What? To the Governement? The reason we vote is so that we can show our leaders what will cause us to be disloyal. This is why we have such a strong nation.

I think it is a xenophobic and dangerous idea put forth by Theodore and now by you. I don't care what someone puts in front of their name with or without a hyphen - as long as it ends in American and is said with pride and reverence for the idea that all men and women are created equal and that their loyalty be to the idea that freedom is an absolute - not a political prop for the self-riteous.

The USA is a country proud of all its minorities, with no exception. The immigrants who embark on a journey on the American soil don't stop breathing oxygen. They still breathe the same oxygen they used to breath before, drink the same H2O they used to drink before and poop the same sh*t then before...

Often they leave the comfort of the homeland to look for a better future in the USA for them and their family... Best case to mention here is Obama. I was talking today to a woman from Bosnia, she so many horrific inhuman things were dont by the Muslims to her people. She would only tell me a couple of what she thought was the least of the horrific things that were done... she said that the Muslims would take the pregnant women and asked them if they wanted to know what the *** of their baby is and even if the woman said NO, they would then proceed to cut the baby out of the womb then hold the baby up and tell the dying woman the *** of her baby... and to the men they would put him over a very sharp pointed stake, and eventually he wouldn't be able to hold his weight up and he would fall and impale himself through the bowels and die a horrific death...
These people say that Allah is all merciful, Allah will let people submit and live, but if they dont submit they die, simple...so we either submit or we die,, just as the quran says, and our leaders seem hell bent in putting us in more and more danger, they have allowed the enemy to not only get behind enemy lines but to multiply like flies... They have to deal with the fast growing ever increasing Muslim problem at home and in every country that they have adopted...all other religions come and live happily all except Islam,,
