(AP)  Russian President Vladimir Putin blasted the United States Saturday for the "almost uncontained" use of force in the world, and for encouraging other countries to acquire nuclear weapons.

In what his spokesman acknowledged were his harshest attacks on the U.S. since taking office in 2000, Putin also criticized U.S. plans for missile defense systems and NATO's expansion.

Putin told a security forum attracting top officials that "we are witnessing an almost uncontained hyper use of force in international relations" and that "one state, the United States, has overstepped its national borders in every way.

"This is very dangerous, nobody feels secure anymore because nobody can hide behind international law," Putin told the gathering.

Putin did not elaborate on specifics and did not mention the wars in Iraq or Afghanistan.

But he voiced concern about U.S. plans to build a missile defense system in eastern Europe — likely in Poland and the Czech Republic — and the expansion of NATO as possible challenges to Russia.

On the missile defense system, Putin said: "I don't want to accuse anyone of being aggressive" but suggested it would seriously change the balance of power and could provoke an unspecified response.

"That balance will be upset completely and one side will have a feeling of complete security and given a free hand in local, and probably in global, conflicts..." he said. "We need to respond to this."

Sen. Joseph Lieberman, D-Conn., said the charge that the U.S. "aspired to get unipolar power or acted unilaterally is just not borne out by the facts."

"Even our involvement in Iraq, certainly Afghanistan, is pursuant to United Nations resolutions," Lieberman said at the conference. "So that was provocative and wrong."

Asked if he had any reaction to Putin's charges, Defense Secretary Robert Gates just shook his head and said no.

Putin's spokesman Dimitry Peskov said the Russian leader did not intend to be confrontational, but acknowledged it was his harshest criticism of the United States since he was elected in March 2000.

Putin also criticized NATO expansion.

"The process of NATO expansion has nothing to do with modernization of the alliance or with ensuring security in Europe," Putin said. "On the contrary, it is a serious factor provoking reduction of mutual trust."

Putin's comments to a weekend forum attended by 250 officials, including Iranian nuclear negotiator Ali Larijani, came after German Chancellor Angela Merkel said that the international community is determined to prevent Iran from obtaining nuclear weapons.

Merkel said Tehran needed to accept demands made by the U.N. and the International Atomic Energy Agency.

"There is no way around this," Merkel said. "What we are talking about here is a very, very sensitive technology, and for that reason we need a high degree of transparency, which Iran has failed to provide, and if Iran does not do so then the alternative for Iran is to slip further into isolation."

Merkel, whose country holds the rotating European Union presidency, emphasized the international community's support for Israel and said there was a unified resolve to prevent Iran from developing nuclear weapons.

"We are determined to prevent the threat posed by an Iranian military nuclear program," she said.

The annual Munich Conference on Security Policy, now in its 43rd year, is often used as an opportunity for officials to conduct diplomacy in an informal setting.

Some 3,500 police were on hand to provide tight security for the conference and kept the usual throng of demonstrators away. This year, several thousand protesters were expected, protest organizers said.

Heading in to the conference, Larijani, who is scheduled to speak on Sunday, said he planned to use the conference as an opportunity to talk about Iran's nuclear program. Those would be the first talks with Western officials since limited U.N. sanctions were imposed on the country in December, which fell short of harsher measures sought by the United States.

Larijani was expected to meet with German Foreign Minister Frank-Walter Steinmeier and Javier Solana, the EU's chief foreign policy envoy.

At the opening dinner on Friday, Israeli Foreign Minister Tzipi Livni urged international solidarity in putting pressure on Iran to prevent it from producing a nuclear weapon.

"It is a regime that mocks the Holocaust while threatening the world with a new one, while trying to develop a weapon to do so," she said. "Iran is a threat not only to Israel ... but to the world. The international community cannot show any hesitation ... Any hesitation on our part is being perceived as weakness."

The conference this year focuses on "Global Crises — Global Responsibilities," looking at NATO's changing role, the Middle East peace process, the West's relations with Russia and the fight against terrorism.

Merkel opened the conference telling the delegates that one of the major threats facing the world today is global warming, urging a combined effort to combat it.

"Global warming is one of the major medium- to long-term threats that could have a dramatic effect," Merkel said.

Gates, who planned to talk Sunday on trans-Atlantic relations, was expected to press allies for more troops and aid for a spring offensive in Afghanistan.

He delivered the message Friday to a NATO defense minister's meeting in Seville, Spain, but got a lukewarm response.

France and Germany are questioning the wisdom of sending more soldiers, while Spain, Italy and Turkey have also been wary of providing more troops.

I can see where Putin is coming from here! Bush has made the world a lot more dangerous with his flexing his muscles and acting like a mental patient! He has sparked a nuclear arms race amoung all these small countries so they can defend themselves from a religious nut(Bush) running amok in the middle east! As far as terrorism goes! For example, one article talked this morning concerning the fact that this was the first time in 80 years that the present administration will not have any representation in the 2008 presidential elections. Correct me if I'm wrong but I don't believe that people that are incarcerated can run for the office of president. Most of the corrupt administration is either in jail or waiting to go there. Bush has made a mockery of this United States which up till now has always been a proud country that other nations looked to for this protection and assurance. Bush and his hawks have taken that away.

The only reason Russia is up in arms is because of the money they are about to lose from the sale of nuclear power plants . Putin says nothing about his strong arming other countries for fuel and control of there future ,or his inability to control the muslims in his own country as they fight in the streets and protest. IRAN should have never made a statement about removing ISRAEL from the face of the earth or deny the holocost ever happened .IRAN brought this on them selves and will pay for it .

I am glad that none of you were here in the middle of the 20th century because if you were the language in the United States would be German and the west coast would be owned and run by Japan. When do the present generation look back and see what problems hiding your head in the sand will cause. We have tried all that surrender stuff and all it does is embolden people like Putin. Not too many years ago we had a president that I am sure none of you liked and his name was Reagan. He beleived in a strong USA and he proved that was a correct policy. Now the children of our generation have had it all done for them so they think sacrifice for liberty is stupid. They should thank every soldier they meet for protecting them from harm and allowing the stupid responses I have seen here this morning.

mdk2dude - Many on the Extremist Right like to invoke the argument that, had the US not intervened in the war in Europe during WW II, that European's would not have been 'saved,' as if to imply (rather arrogantly,) that Europeans are forever indebted to the US for that.
What they forget to include is that the US was in an extremely isolationist mood at that time partly due to the effects of the Great Depression. Few in America wanted the country to get involved in an expensive war with Nazi Germany.
However, after Pearl Harbor & Axis partners Germany & Italy's subsequent declaration of war against the US, (which effectively nullified the US position of neutrality on the war in Europe,) Americans had little choice but to defend themselves & to respond visa-vee with a declaration of war against them which evenually included an American invasion of Western Europe (Eastern Europe was being attended to by the Soviet Union) in order to confront the German military.
America's invasion of Western Europe had little to do with American desire to 'save' Europe from Nazi fascism. Rather, that was simply an incidental effect of America's efforts to win the war against declared enemies of the US.

If, as Sir Lies-A-Lot tells us, winning against Terror is about winning the Hearts and Minds of the People, I'd say we've pretty much lost. Sir Lies-A-Lot, when you look at what the people of EVERY country in the entire world are saying, is pretty much the most hated piece of scum on planet earth!

The Russian President has his points. But the American use of force is a direct result of the ineffectiveness of the United Nations and its inability and unwillingness to act in the past, leading to American frustration! President Putin can't be ignored and its important for the US to address his concerns seriously. Without Russian support the world will be a lot more dangerous. The solution is to make the UN credible and an organization every nation can look to and trust.

The "American use of force" is the direct result of the GOP's refusal to uphold the US Constitution or rule of law.

If the UN did its job, George Bush & most of his administration would be in a Brussels' prison awaiting trials for crimes against humantiy and other related war crimes.

If you take all the information available about Iraq and the war, good and bad and weigh it, and the fact that Sadaam ignored every UN warning and resolution including all the misjudgments and mistakes, it was still the correct choice to remove Sadaam from power. Invading Iraq to do it, I don't agree with that, but Sadaam had to go one way or the other.

Then you have no problem with Iran extending it's sphere of influence into SE Iraq. Hussein kept Iran at bay, but the gatekeeper was taken out by the neocons.

Iran must be laughing right up their sleeve at the neocon's handing them on a platter what they wanted and couldn't attain in their own.
