Prison Riot 'Caused By Government Cost-Cutting'

The Telegraph:
It has been claimed that dangerous prisoners are being downgraded to low-risk offender jails to ease an overcrowding crisis.

A prison warden's union and Opposition leaders have called for a full public inquiry after more than 400 prisoners ran amok at HMP Ashwell in Rutland, setting fire to buildings in a protest over privileges. Three-quarters of the jail was rendered uninhabitable before prison officers could bring it under control with the help of riot police.
