Gates Attends Funeral for Fort Hood Victim

Secretary of Defense Robert Gates attended one of the Fort Hood funerals today in Mountain City, Tenn., for Fort Hood victim Specialist Frederick Greene (seen at left).

He'd been invited by Specialist Greene's father. Gates met the family at the Fort Hood memorial last week.

This was Gates' first time attending a military funeral outside the Washington area.

His spokesman Geoff Morrell says he's wanted to do this before -- "to be part of a sendoff for one of our fallen heroes, where the whole town turns out to honor him." But he hadn't wanted to be a distraction. This funeral -- where he had been personally invited, and the geography meant he could attend without alerting large numbers of press, made it possible.

Administration Angered by Leaks

Angered over a number of leaks about President Obama's deliberations over the war in Afghanistan and the investigation into the Fort Hood shootings, the administration is reportedly planning to find those responsible for the leaked information and punish them.

Defense Secretary Robert Gates on Thursday called leaks pertaining to the Fort Hood massacre "unconscionable" and said, "Everybody ought to just shut up," the New York Times reports.

With respect to the Afghanistan deliberations, Gates reportedly said, "I have been appalled by the amount of leaking that has been going on in this process."

He added that he believes "a lot of different places are leaking," saying he is "confident that the Department of Defense is one of them."

"And frankly if I found out with high confidence anybody who was leaking in the Department of Defense, who that was, that would probably be a career ender," Gates said.

Congress to Military: Take More F-22s. We Insist.

President Obama's reiterated Wednesday that he is prepared to veto the 2010 defense appropriations bill if the version that crosses his desk authorizes $1.75 billion in funding to continue building F-22 Stealth Fighters, also known as Raptors.

With the cost of building one new F-22 coming in at just under a quarter billion dollars, that's enough for seven more planes.

As the White House notes in a statement, "the collective judgment of the Service Chiefs and Secretaries of the military departments determined that a final program of record of 187 F-22s is sufficient to meet operational requirements."

Though some Air Force leaders have suggested that more F-22s are needed, the White House's point seems difficult to argue: As Secretary of Defense Robert Gates noted in February, "the reality is we are fighting two wars, in Iraq and Afghanistan, and the F-22 has not performed a single mission in either theater."

On Monday, the president wrote a letter to the Senate Armed Services Committee stating flatly, "we do not need these planes."

"To continue to procure additional F-22s would be to waste valuable resources that should be more usefully employed to provide our troops with weapons that they actually do need," he wrote.

Gates, who would prefer to build F-35 Joint Strike Fighters, has been pushing for a shift in focus of military spending toward counterinsurgency preparedness. He calls the F-22 "a niche, silver-bullet solution required for a limited number of scenarios."

Yet members of both parties in Congress are pushing through funding for the F-22s. The reason? Jobs. Lockheed Martin, the manufacturer of the plane, says 95,000 jobs would be lost in a variety of states if F-22s stop being built. The company has spent millions lobbying to keep the airplane in production, according to National Public Radio.

Congress Ignores WH Veto Challenge Over Fighter Jets

Congress is moving forward with plans to fund the construction of additional Lockheed Martin F-22 fighter jets, even though the Obama administration has said the president would veto such a move.

A Senate panel on Thursday approved $1.75 billion to build seven more F-22s and the House of Representatives voted in favor of a Defense Department funding bill that would allocate more funds for the planes, the New York Times reported. Both chambers are also asking for a report from the administration on possibly exporting the planes to Japan and other allies.

On Wednesday, the Obama administration made it clear it opposes the extra funding. The Office of Management and Budget said the funding for more F-22 fighters runs counter to the "collective judgment" of the military's top leaders. Defense Secretary Robert Gates has said production of the jets should stop after 187 have been built. Last week, he called the funding boost a "big problem." He said the jet does not fit well into 21st century warfare.

Gates Calls Twitter "A Huge Strategic Asset"

Defense Secretary Robert Gates today praised social media applications like Twitter which have used to document this week’s protests in Tehran, Iran.

During a press briefing, Gates said such technological advancements represent "one of the more, maybe more significant developments in the last 20 years or so” because they puts "communications technology in the hands of average citizens around the world."

He said new technology, including the Internet, cell phones and social networking sites, have made it "extremely difficult" for authoritarian governments to control information.

Gates said the technologies have been a "huge strategic asset for the United Stations," adding that "it's a huge win for freedom around the world because this monopoly of information is no longer in the hands of the government.”

In the case of Iran, he joked that the country's leaders probably did not consider Twitter when instituting a communications lock down.

"If you can't text, then you Twitter," Gates said. "And, you know, my guess is in some of these countries that -- that the leadership is kind of like me. They don't have a clue what it's about."

Gates: Stop Paying Ransom To Pirates

Speaking at the Naval War College today in Newport, R.I, Defense Secretary Robert Gates said that companies that paid ransom to Somali pirates impaired the United States' ability to properly address the recent spate of ship hijackings.

"Part of the problem is that the number of companies, not countries, companies that are prepared to pay the ransoms as part of the price of doing business and clearly if they didn't pay the ransoms we'd be in a stronger position," Gates told the audience.

Gates said that reducing the number of hijackings and hostage takings will require the combined efforts of the private and public sector and will necessitate the both military and diplomatic efforts.

"We can put a lot in jail and we can kill a lot but there will still be more," Gates said. "Until we can do something to provide some kind of stability on land and some prospects for these people it's going to be a tough problem."

At the heart of the issue, is that the people living in many Somali villages are "unspeakably poor," according to Gates. This makes piracy one of the only attractive options for young men who lack prospects.

Gates To Be Designated Successor On Inauguration Day

If the unthinkable happens on Inauguration Day, Robert Gates, the defense secretary, will be available to assume the reins of government.

"In order to ensure continuity of government, Defense Secretary Robert Gates has been designated by the outgoing Administration, with the concurrence of the incoming Administration, to serve as the designated successor during Inauguration Day, Tuesday, January 20th," White House press Secretary Dana Perino said.

According to the Presidential Succession Act of 1947, if the president is unable to fulfill his duties, the Vice President succeeds him, followed by the Speaker of the House, the President pro tempore of the Senate (traditionally the senior member of the majority party), The Secretary of the Treasury, and then the Secretary of Defense. Perino said that Gates will be at a secure, undisclosed location on Inauguration Day, according to CBS News White House Correspondent Mark Knoller. Most of the others on the succession list, by contrast, will be participating in the inauguration festivities.

Gates Prepares Plan to Close Gitmo Should Obama Ask

CBS News' Kimberley Dozier reports that Defense Secretary Gates, who will keep his post in the Obama administration, ordered a review be prepared on how to close Guantanamo Bay should the President-elect request one.

"If this is one of the President-elect's first orders of business, the Secretary wants to be ready to assist,” Pentagon Press Secretary Geoff Morrell told reporters Thursday. Gates said "whatever we have done, let's update it, improve it, get it ready,” Morrell added.

Secretary Gates has stated in previous briefings that one of the requirements of closing the detention center would be constructing legislation to build a statutory framework to control the prison population, Dozier reports.
