Katie Couric's Notebook: Prison Crowding

It's a statistic that leaps off the page: One in 31 American adults is either behind bars or on parole or probation.

In some states, it's much higher. In Georgia, one in 13 adults is part of the correctional system.

That kind of crackdown has taken a bite out of crime, as McGruff would say, but it's also taking a big bite…out of the budget.

States spent 47 billion dollars on correction systems in 2008, second only to Medicaid spending.

A Pew Center on the States study says 90 percent of that money goes to prisons…leaving very little left for parole programs. As state's slash spending....parole, rehab, and probation will take a hit.

But experts say programs that monitor and rehabilitate convicts could reduce recidivism…by as much as 30 percent.

Spending money to keep people from returning to prison is as important an investment as ensuring you have the money to lock them up in the first place.

Katie Couric's Notebook: Alcohol Moderation

There was a time in life when the only advice about alcohol you heeded was "beer before liquor, never sicker." But as you get older, you start paying attention to all those medical studies, and they are enough to make your head spin.

There's a new one, from Oxford University, that seems to contradict the notion that a glass of wine of day keeps the doctor away.

Researchers studied more than a million women and concluded that even moderate drinking can increase your risk of cancer.

These results come just weeks after another study determined resveratrol, a chemical found in red wine, can actually reduce cholesterol and is good for your heart.

So, which is it? Good for you, or bad?

It's important to stay informed, but in the end, you could do everything right and still not live to be a 100. Our destinies are sometimes determined by a genetic game of Russian roulette.

But the bottom line: Moderation. And make sensible choices.

I'll drink to that.

Katie Couric's Notebook: Olympic Unity

The Olympic Truce is an ideal dating back to the 9th century B.C. It calls for a cease-fire during the Olympic Games to allow athletes and spectators to travel safely to an Olympic venue. The International Olympic Committee revived it in 1992 for the Barcelona games.

On Friday night, Russian Prime Minister Vladimir Putin attended the opening ceremonies in Beijing as the Russians opened fire in a region of neighboring Georgia.

Georgia is a strong ally of the United States.
It has been the third-largest contributor of troops to the U.S.-led coalition in Iraq, and a key nation for the safe transport of oil. Simply put, big troubles could come from this small conflict.

As the battle raged, a Russian woman and a Georgian woman embraced on a podium in Beijing, having won the silver and the bronze in air pistol shooting.

It was an Olympic truce of sorts, if not quite the ideal.

Measuring The Road Ahead

(CBS)
After spending yesterday with Gen. Petraeus, I observed him to be a leader who is approaching the psychology of winning over the Iraqis differently than his predecessors. Gen. Petraeus says he is trying to secure neighborhoods and create a feeling of safety in daily life, as opposed to merely routing out the enemy.

Katie Couric's Notebook: Toxic Tap Water

There was an infuriating story last night on the CBS Evening News: thousands of U.S. marines and their families were drinking toxic tap water; more shocking, the government knew about it, and did nothing for years.
