Five years after the Sept. 11, 2001, terrorist attacks, redevelopment and memorial projects are inching forward in New York City, Washington and Pennsylvania. The complex task of rebuilding the World Trade Center site has been plagued with contentious negotiations over ownership, financing and design, causing numerous delays and revisions, especially with the Freedom Tower and the World Trade Center Memorial.
