Tho played an important part in building the structure of the Indochinese Communist Party and was partially responsible for directing the insurgency movement in the south. Along with his deputy Xuan Thuy, he negotiated the U.S.-North Vietnam cease-fire in September, 1973 with Henry Kissinger. Tho and Kissinger were awarded the Nobel Peace Prize for their talks, but Tho rejected his award.
