The senator from Arkansas, 1945-79, later became the chairman of the Foreign Relations Committee that managed the Tonkin Gulf Resolution in 1964. The act gave President Lyndon Johnson the power to commit American forces to Southeast Asia. He turned against the war soon afterwards and held hearings criticizing the conflict.
