MAYOR: CINCINNATI

- State Rep. Mark Mallory, who is black and a member of a prominent political family, beat white City Councilman David Pepper four years after race riots tore apart the city. Incumbent Charles Lukem did not seek re-election.

  • Democratic candidates Winner: Mark Mallory and David Pepper faced off in a runoff Tuesday, Nov. 8.

    Mallory, a state senator and Pepper, a city councilman, each received 31 percent of the vote in a September non-partisan primary that featured four major candidates.

    MAYOR: CLEVELAND

    - Popular City Council President Frank G. Jackson, whose hard-luck life growing up in the nation's 12th-poorest city endeared him to voters, edged out incumbent Jane Campbell, the first woman to lead Cleveland.

  • Incumbent Mayor Jane L. Campbell sought re-election against fellow Democrat Frank G. Jackson, who won.

    MAYOR: TOLEDO

    Former two-term Toledo Mayor Carty Finkbeiner is returning to City Hall after ousting the man who replaced him: Jack Ford, the city's first black mayor.

  • Incumbent Mayor Jack Ford faced former two-term Mayor Carty Finkbeiner, a fellow Democrat, in the November runoff. Finkbeiner led the field in the September primary with 37 percent of the vote. Ford barely made it into the runoff, beating the third-place challenger by just three percentage points.
