Voters approved Referendum C, which will suspend part of the Taxpayer's Bill of Rights and allow the state to keep an estimated $3.7 billion that otherwise would be refunded to taxpayers over the next five years.

Referendum D, which would allow the state to borrow up to $2.1 billion for transportation and other projects, appears too close to call.
