Industrial Nations Under Kyoto
The Kyoto Protocol, the world's first attempt to rein in production of six major greenhouse gases, was negotiated in 1997 among nation members of the U.N. Convention on Climate Change. It assigns numerical targets for reducing or limiting emissions - compared to a 1990 base - to "Annex I" industrialized countries. At its implementation Feb. 16, 2005, some of these nations, including the United States - the largest emitter of targeted gases - had not ratified the pact and therefore were not a party to Kyoto.
