U.S. and Saudi officials say bin Laden backed the Nov. 13, 1995, bombing of a U.S.-run military training facility in Riyadh, as well as the June 25, 1996, bombing of a U.S. military complex, the Khobar Towers.
Bin Laden, who was born in Saudi Arabia, continues to publicly threaten U.S. interests in Saudi Arabia.
The Saudis continue to urge the Taliban to expel bin Laden from Afghanistan so that he can face terrorism charges in another country.
Fourteen of the 19 suspected Sept. 11, 2001, hijackers are believed to be Saudi citizens.
