U.S. investigators say Abu Zubaydah, a top lieutenant of bin Laden, was the coordinator of a foiled terrorist plot aimed at Western and Israeli tourists in Jordan in December 1999.

Zubaydah reportedly directed the Jordan operation from Pakistan and fled to Afghanistan a day or two after Jordanian authorities uncovered the plan and made 14 arrests. The group allegedly planned bombing attacks targeting U.S. and Israeli tourists visiting biblical sites.

Investigators found that some of the people arrested in Jordan, including key bin Laden deputy Khalil Deek, were trained at camps operated by bin Laden in Afghanistan and Pakistan.

He also was reportedly involved in a failed 1993 assassination attempt on then Jordanian Crown Prince Hassan.
