Born in Baltimore, Md., Stafford studied at Loyola College and at Saint Mary's Seminary University, both in Baltimore. He also studied at the Catholic University of America.

He was ordained priest in 1957. He was named chaplain of His Holiness in 1969 and titular Bishop of Respetta and Auxiliary Bishop of Baltimore in 1976 In 1982, he was named Bishop of Memphis, Tennessee. In 1986, he was named Archbishop of Denver, a position he held when he hosted the Pope's visit to Denver for World Youth Day.
