A Texas native, Baum did his philosophical and theology studies at Kenrick Seminary in St. Louis. In 1956, he was sent by his bishop to Rome, where he received a doctorate in theology from the "Angelicum" University in 1958. He returned to the United States and was named pastor of a church near Kansas City. In 1970, he was named a bishop.

A former archbishop of Washington, D.C., he is the longest-serving U.S. cardinal and the only one to elect a pope (twice in 1978).
