Low lying rain clouds roll over Tyler, Texas, on Tuesday, July 3, 2007, as rains continued to cause flash floods. Flooding slowly subsided in some areas, but forecasters said an approaching storm system could hamper efforts to clean up after weeks of heavy rain damaged homes, businesses and roads.
