Senate - Winner: Republican Sen. Arlen Specter

Senate: After narrowly winning the primary election against conservative Rep. Pat Toomey with 51 percent of the vote, Republican Sen. Specter was seeking his fifth term. Specter, 74, was first elected to the Senate in 1980 and was re-elected to a fourth term with 61 percent of the vote in 1998. Specter's slim margin in the Republican primary excited state Democrats, who continued to rally around their candidate, Rep. Joe Hoeffel. Hoeffel was elected to Congress in 1998; he won his second term with 53 percent of the vote but after his district was redrawn in 2002 he won his third term by just 7,653 votes. On the campaign trail, Hoeffel stressed the economy, trade, and lost jobs in Pennsylvania. Specter, a moderate Republican who does not always agree with President Bush publicly, was endorsed by the state's AFL-CIO council as well as the conservative group Club for Growth, which endorsed Toomey in the primary.

House: Pennsylvania has 19 House districts. The lineup was twelve Republicans and seven Democrats. Sixteen incumbents were running for re-election. Republican incumbent Jim Greenwood was retiring in the 8th District. In the 13th District Democratic incumbent Joe Hoeffel was running for the Senate, creating an open-seat race. Incumbent Rep. Pat Toomey (R) of the 15th District made an unsuccessful bid for the Senate, leaving an open seat.
