Two days after President Hipolito Mejia pledged to keep his nation's troops in Iraq until August, the head of the Dominican armed forces announced a plan April 21, 2004, to pull them out in a matter of weeks. Gen. Jose Migue Soto Jimenez said Mejia changed his mind because of security concerns for the 302 Dominican soldiers there.
