Senators Debate as Health Care Bill Reaches Markup

Two leading senators on the Senate Finance Committee, which is expected to begin marking up health care legislation next week, said a bipartisan agreement is possible by the Congress' summer recess, though neither seemed to be letting up their arguments on "Face the Nation" Sunday.

As ranking Republican on the committee, Senator Charles Grassley of Iowa (left) has been an opponent of a government-funded health care option.

"I am going to make sure we are not going to nationalize health insurance, and a public plan is the first step to doing that," Grassley told guest moderator John Dickerson Sunday.

He also said that a policy which mandates employer-based health care coverage would endanger small business.

Grassley said that the existing private health care model can be made more affordable by ruling out "discrimination" against pre-existing conditions and providing financial assistance to low income families.

Senator Charles Schumer (D-N.Y.), a leading Democrat on the committee, advocates for a public option which, he claims, would keep private insurance providers "honest."

"[W]ithout a public option, you're going to have no competition," Schumer (left) argued. "We don't trust the private insurance companies left to their own devices, and neither do the American people.

"I am not saying that the public option should be the only option … but we should not say there should be no public option" he said, advocating for a health care policy "exchange."

Both senators see the option of an alternative patient-owned cooperative system as a possible point of agreement between committee members.

Schumer said he does not care what you call the alternative to private health insurance companies, as long as they provide competition and are national.

Grassley charged that Schumer "doesn't want to go too far on pushing the federal government" because it is a "political problem."

Meanwhile, Schumer said no one can "take things off the table" in this agreement, an obvious attack on Grassley who has said the public option would be a deal breaker.

On another matter, Dickerson asked Senator Grassley, whose state caucus is the first stop for presidential candidates, what he thought of Governor Sarah Palin's (R-Alaska) announcement that she was leaving office before her term ended.

"It's astounding" he said frankly.

"I would think, if you want to run for president — and I'm not sure that's got anything to do with what she's doing — that the forum of a governorship would be a better forum than just being a private citizen," Grassley argued before saying, "I'd welcome her to be a candidate for president."

For working trucks the rule is not based on the fuel efficieny. As long as it is manufactured before 2001 they all qualify
but cannot be older than 25 years old.

I do think health care needs reform but befor amything its time to reform the lawyers first they get rich off doctors but with washington full of lawyers true reform in this area will not happen so mailpractce insurance will only cost more they want to reform health care first which is backasswards. I will not accept any reform untill lawyers are put in check first or will will have the best doctors quiting and who will be left the ones lawyers get rich from first thing is first but they will not even look at it like that because they are lawyers it is just going to get worse the government has no business running health care which is 18% of GDP

Mr. President why are the banking,and loan company not making loans as you promised they would do for the american people we are all hurting and not getting any help. Time for them to answer to you for not helping us the little people that keep them in business, maybe we should boycott their business. Health Care in America. We all need access to reasonable and hopefully quality health care. Even though ( and who knows why or how) we are so hostile in our divided opinions it seems most of us agree on some things. Access is of primary importance, quality is of primary importance and the management of our care should start with US, the citizens. We didn't get to vote on the so called "reform" and we should. Yes, costs have risen, but also we have the best care in the world. No, in my opinion, I don't want Federal oversight, access to my private health information...they don't need it. The system to manage it would be expensive, fallible and an invasion of health care privacy. So, why are citizens not joining together to identify what we need, we do not need a rush, shoved through Big Brother approach. Hospitals, doctors, and even State Insurance Commissioners (who by the way have done fine jobs in helping me and my family through advocacy) don't want a Big Brother Approach. Thanks anyway, but this citizen insists we take our time, even if the only way I can still insist is through freedom of speech. Thanks so much

Senator Grassley is right. Such decisions would hurt the American People and endanger small businesses. There are other ways to make healthcare more ?universal? without relying on the government to pay for, run, and make all of the decisions for us. Lets loosen up restrictive federal laws that prevent small businesses from reaching across state lines to look for healthcare. This will increase free market competition and lower costs. Small businesses should also be allowed to band together to spread risk and increase bargaining power, also a powerful cost reducer. In addition, companies should be able to purchase individually owned plans, like health savings accounts, for their employees using pretax dollars. This way, health insurance is portable, and even when people are laid off or are switching jobs, they will still be covered. Three simple to do items to solve the health care issue. They have to do with costs.

If you lose a lawsuit, you should pay a flat fee of 5% of your suit amount to cover court costs. You sue for 1M, you owe 50k to the court if you lose. Yes, this will eliminate almost all of the malpractice suits.

Windfall profits tax on winnings. 90%.

Congressional leaders should be provided health care by their state by required participation in their state plan.

Several weeks ago I needed an emergency eye procedure. I was able to get an appointment with a retina specialist the same day and the procedure was performed within minutes of the eye examination. The total cost came to $1,900. Insurance covered all but $103. Do I favor national health care. No way. Having had good luck with private health insurance for 61 years, there is no way I want to take a chance on a government program.

Just answer the simple question will this Cap and trade scheme they proposing increase the cost of doing business for energy producers?

If so who will pay those higher cost?

Next question do lower and middle income people smoke at a higher % then the rich? Basically what I am asking do more poor people smoke then rich? So who is going to be paying the new cigarette tax?

Answer these questions honestly then ask your self how you can be so ignorant to believe Obama is for the middle class?





Cap and trade is going to force companies to reduce the amount of pollutants that they are releasing into the atmosphere. The technology exists to reduce that pollution already, but there isn't any incentive to institute it, so Obama is forcing the issue. I don't know about you, but I like clean air and water. I know that being a conservative, you oppose everything that relates to clean air, water, environment, etc, etc, etc, but you'll have to trust me - clean air and water is a good thing. REALLY - it is.




The taxes on tobacco related products, should be so high, that everyone quits.

Also, do you know that people in Canada pay $13 for a PACK of cigarettes? The theory is if they're going to be a burden on the universal health care system later on, than they can pay upfront for the treatment that they are going to need, because of their "lifestyle habits".

Sounds fair to me.

No Obama just wants to try and force all of to drive a GM version of the prius. I sure he hopes it is built by Obama motors but if not a any prius will do.

I can one garrantee Obama Motors will never get one penny From me I don't care if they are the only car manufacturer left. As long as the government owns thems I say Bocott Obama motors oops I meen Government motors oops I mean GM.
