What is rare, to the point of not existing, is any regulation of outside the medical establishment, any laws or regulations of circumcisions, who does them, or basically how. You do not need to be a docotr, you do not have to be trained. There are no laws period about it in NYC or the US. You can circumcise your own child if you want. If you do it wiohout complication, then you're fine. Sterile conditions outside of a medical facility in family homes, with several people and children around. Who can guarantee everything is sanitary. A resturant requires you have an inspection before they can serve food, but if you want to circumcise someone you don't have to do anything.
