I wouldn't trust one thing WHO or CDC says about these things. Those HIV African studies WHO conducted were completely flawed in that they didn't conduct the studies anywhere else but Africa. They took the word of the subjects they studied as to whom they had been intimate with at face value. Because homosexuality is punishable by imprisonment or death, the men studied would of course say they were straight, when many of them are probably on the down low. I wouldn't trust those two organisations at all.
That's an extreme viewpoint. I kind think your summary is flawed as well. WHO and CDC are trying to do their job. Maybe they don't get things right 100% of the time, but neither does anybody else. WHO and CDC monitor health issues around the world... and while not perfect, they DO make a difference. Things would be worse without them.
