Sure why not, cigarettes came with this country and then have been aggressively marketed and federally subsidized and yet the commercial drenched and hynotized people have trouble quiting on a dime... perhaps cutting back would be a better first option like managing an addiction which it is...now we always fall back on blaming our minds for not being able to control our bodies after our minds get them addicted... the better model would be managed reduction and decriminalization of all drugs to do the same thing.
