You might want to check a grade-school geography book, His Holiness Tinzig Gyatso is the spiritual leader of his Tibetan followers, and has nothing to do with India, If you check you will find that Tibet and India are two different countries.
The Dalai Lama is a lineage of religious leaders of the Gelug school of Tibetan Buddhism and was the political leader of Lhasa-based Tibetan government between the 17th century and 1959. Now in exile, His Holiness by his own words is still Tibetan.
