I think that once a nutty dictator, always a nutty dictator. Even wishy-washy presidents like Carter and Clinton decided not to have anything to do with Castro.

A dictator who can no longer physically or mentally dictate usually finds himself unable to be a driving force of law to it''s people. Most are killed some are captured but the lucky are not forgotten.
