Maybe these Senators should look out there own windows before being outraged at the Peace Corps. I have traveled to many parts of the world and have seen the places where Peace Corp volunteers live and work. While the security of their personnel should always be under scrutiny looking for improvement, I am actually quite impressed with the training they must give their volunteers. Also note, it is their treatment upon return to the USA that most victims complain about and not lapses of security while they are on the ground.
Being sorry is appropriate when you do something that caused unanticipated and disastrous results, like when a blown tire forces your car into a crowd of pedestrians. Being sorry doesn't have much to do with it when your perpetuating something like this for 50 years.
As if it isn't obvious, the Peace Corps have an obligation to tell their volunteers of the risks, of the history in a location where the volunteer is going, and case studies of well-laid plans that went awry. Those that go prepared can do their country the best good at minimum risk.

Peace Corps volunteers are courageous people with the humanitarian mission of overcoming evil with good. It is not an easy mission, and there are dangers as well as vast cultural differences on a playing field where they are unfamiliar and out-numbered. More coaching and training in the area of security, and working in small teams instead of solo might be helpful to avoid such unfortunate things in the future.
Its all because the peace corp and organizations like it are like churches. They never want the world to see the bad that happens in the organization and they as an organization find it easier to ignor problems than deal with the truth.
Any organization that deploys volunteers owes it to them to make certain they're safe at all times. One worldwide agency is so vocused on promoting itself that it hasn't the time to protect its volunteers. If you're thinking of volunteering, do your homework and find out what gets swept under the rug. Volunteer in groups, insisting that you never are deployed by yourself. Use the buddy system to the max. There's safety in numbers. If the PC and other agencies don't start protecting their volunteers, eventually nobody will volunteer, and the administration won't be able to sit in their safe office, getting paid huge salaries.
