SESNO: Put at a very high level right out of the box?
KISSINGER: Initially, yes. And I always believed that the best way to begin a negotiation is to tell the other side exactly what you have in mind and what you are -- what the outcome is that you''re trying to achieve so that they have something that they can react to.
Now, the permanent members of the Security Council, plus Japan and Germany, have all said nuclear weapons in Iran are unacceptable. They''ve never explained what they mean by this. So if we go into a negotiation, we ought to have a clear understanding of what is it we''re trying to prevent. What is it going to do if we can''t achieve what we''re talking about?
But I do not believe that we can make conditions for the opening of negotiations. We ought, however, to be very clear about the content of negotiations and work it out with other countries and with our own government. - Reply to this comment
- KISSENGER is trying to backtrack from his support for direct diplomacy with Iran, and many former secretaries of state agree with that position. To my knowledge, and highlevel diplomatic talks between states begin with the secretary of state, so McCain is just splitting hairs.

the pres. may be able to veto, but congress overides the veto. the pres. does not control the country, congress does. the federal government was brought about for security for the country, it was NEVER suppose to run this country, now it does and it has made America, weak, poor and LAZY. this is why other countries don''t like us, we are (were) blessed by God and we have now thrown that back in his face, we will (are) paying for this. Lack of morals, truth and honesty. Wise up and stop voting for a "party" and vote for the individual. even Biden thought and said McCain would be better than Obama. hummmm. - Reply to this comment

he did not beat his chest about being a POW last night - in fact, it''s been a topic that''s been toned way down - don''t bury the hatchet and leave the handle sticking out - bad form (unless you want all the stuff brought up about BO being Muslim, anti-American etc...and i''m sure people would love to jump back on that bandwagon) it''s emotionally exhaustive to listen to the mud-slinging - Reply to this comment

?????Whaaat? where did you come up w/ those figures? I have not seen anything in any of the news to back that claim - only that they were about even. - Reply to this comment
- Did ANYONE else notice?? Not once did John McCain LOOK at Barack Obama during the whole two hours.
deerxxing
not true - i agree with looking people in the eye defines one''s character, but your statement about ''not once did he look him in the eye'' is not true. not only that, but the camera was often split, candidates were talking to the speaker and it was difficult to see all angles. - Reply to this comment
- How about McCain being the only senator reprimanded in the senate for poor judgement? Its true, look it up. I know why now. His judgement hasn''t gotten any better.

- McCain is McBush because did you notice the photo opp when Bush called McCain and Obama to the whitehouse to discuss the economy emergency, Bush had his back to Obama as well. We used to do that when I was a teenager, not a teen, this was in gradeschool, when we girls didn''t like another girl. How juvenile!!! The politics of punishment??? Who caresilf they don''t want to face anyone and negotiate?? Its is a sign of disrespect and a sign of character and maturity. I guess this is why they don''t talk to Spain, N. Korea, or anybody else other than England and Israel and that''s why the rest of the world hates us because of this administratin acting like they are better than everyone else. Unfortunately they do not represent the majority of the American people. We need a change desparately. I still don''t understand, how we are trillions in debt, spending billions on Iraq with no return, spending money to the Sunnis while people on unemployed here and then asking for 700 billion from us on the economy. There is no money. If China decided to pull out and request their money, we would have to sell them Alaska or the empire state building because we have no money??

- McCain is an idiot! He blusters about experience and thumps his chest about his POW history like having been a POW should automatically make him the President. He may have years of experience but if they didn''t teach him anything then they were wasted. He still wants to continue the Bush policies of making the rich; richer and the poor; poorer. And speaking of gaffes, he didn''t even know that Katie Couric had disproved his remark about Henry Kissinger meeting with foreign leaders when his VP Palin had screwed it up on her interview two days earlier. He had time for an interview with Katie, too bad he didn''t watch the interview Palin did with her. Barak Obama is intelligent, thoughtful, and displays excellent judgment. That''s something McCain can''t attain. He''s a hot headed Bush republican who does not and will never care for the plight of those earning less than his version of middle class, the five millionaire club. So how''s he going to get out of the next debate?

- nYou live in the United States & you have no idea how the government works? That is a shame.

YEP... You sound like McCain. You tell others they don''t understand how government works (quote McCain ''You don''t understand''). When the fact is you have no idea what you are talking about. For your information, there are three branches of government. The president has all the power of the Executive branch, and with the power of the veto, he also holds 2/3 of the power of the legislative branch. Couple that degree of power with a willingness to lie to congress and the American people to get what he wants... well, if you don''t get it, everyone else does. - Reply to this comment

What''s with this ''WE'' ***, John...you got a Republican rat in your pocket?
I believe it''s more likely the other way around.
DO NOT PRESUME TO IMPLY THAT YOU ARE SPEAKING FOR, ''US''...FOR THE AMERICAN PEOPLE! YOU ARE NOT!
I hope for your sake you''re being paid by your NeoCon masters in advance, because you''re not too subtle. - Reply to this comment
- Meh, this is kind of irrelevant at this point, but you know which exaggeration is starting to get on my nerves is how Barack''s claims of leading on securing loose nukes are getting into the realm of Al Gore inventing the internet or the McCain campaign''s claims of inventing the Blackberry.
Richard Lugar crafted legislation in the early 90''s to secure loose nukes because Russia was so poor they couldn''t afford adequate security and nukes were going missing. Once fully implemented by 1994, no nukes have been lost since, and the law was still good when Barack asked Lugar if he wanted to update it.
Like Barack showed initiative in cultivating Lugar which got him like a take your kid to work day trip to Russia, and the 20th century edition of the law got expanded to include the securing of other weapons. But isn''t the reality that in the rigidly hierarchical Senate, newbies just don''t get the chance to do anything of substance until they''ve been there through at least one re-election unless they bring a unique area of expertise like Jim Webb with the GI bill (?) - Reply to this comment
- I recorded that CNN forum with the former secretaries of state, both Republican and Democrat. They ALL agreed that it is time to talk to Iran. The Bush administration was talking to Iran through 2003. One of them asked, "What are we afraid of?" Just because you meet with someone doesn''t mean you are giving concessions. What are you afraid of?
