The PROGRAM had NEVER worked and the CIA didn't feel it was worth anything.. like most of Cheney/Bush Ideas. Regardless NO ONE said they couldn't you it you poor simple minded loser! - First of all the nation knows what Dick Cheney does, and second of all America is based on law. The law is what keeps our country in line. Mr. Cheney can and could talk about any kind of plan he can think up, but that does not mean he implemented it. If he did, he had stepped beyond his Vice-president duties. Dick Cheney tends to get a bit too much like a 'war lord,' but if war came to our lands, I would stand behind Dick Cheney.

- It seems to me that the usual right wing reactionaries on this "discussion" miss the point. Are you actually advocating that the White House have the unlimited powers of a king or a dictator? Should the president and vice president be able to do anything they want, lie to congress, break the law, have people indefinately detained with no charges, conduct assassinations, all in the name of a deliberately vague war on terrorism? It seems to me that we overthrew a king for precisely that reason. I'm astonished that you are willing to give up the rights and freedoms you so loudly proclaim the millitary is fighting for. If you are capable of objective thought anymore, think about that.

- As I see it, the arguement here is:
Congressional Oversight Committees were not informed of the plan to send assasins into other countries to assassinate Al Quada leaders.
The CIA says it was ordered not to inform Congressional leaders by Vice President Dick Cheney.
On the defense for not telling congress I have read and heard that:
It was never implemented, therefore no need to know.
Should we know about black operations like this?

VICE PRESIDENT IS PRESIDENT OF THE SENATE, WHOSE JOB IS TO BREAK TIE VOTES
HE STEPS IN AS PRESIDENT SHOULD THE PRESIDENT BE DECLARED UNABLE TO DO HIS DUTIES.
BEYOND THAT, I SEEM TO REMEMBER THAT VP IS THE HEAD OF NASA, WHEN DID THE PEOPLE GIVE HIM EVEN THAT AUTHORITY?
FURTHERMORE, IT SEEMS TO ME THAT
THE HEAD OF THE CIA REPORTS TO THE PRESIDENT, NOT THE VICE PRESIDENT.
THE CIA ALSO IS RESPONSIBLE TO REPORT TO CONGRESS ALL ACTIVITIES IT IS INVOLVED WITH ACTIVELY OR NOT.
WHEN DID VICE PRESIDENT GET THE AUTHORITY TO ACT AS PRESIDENT?

- Leon Panetta may be a source of the indecision in Bill Clinton's administration. This reads like Cowardice. President Obama said before being elected last year that if he knew the location of Osama bin Laden, he'd send a team in to "kill him".
An interesting development that should not have been in any media, but is in the media. Every Representative or Senator involved in leaking this story needs to have their Security Clearances and Accesses revoked by President Obama via an Executive Order.
