No actually it was the lefty Congress who after seeing oil raise decided that Iraq should pay them back. That''s their solutions. They are pigs. Whent he price of oil went up they cried that Iraq should give us oil; then they cried that the oil industry should be nationalized, but NOOOOOOOOOOOOO drilling, no nuclear, no clean coal.
