Health standards have to be maintained but isolated incidents like this are inevitable in addition to being remarkable for their rarity. Decades ago, I found a rat's hind leg in a (national brand) can of lima beans. I threw out that nasty "concoction" and bought another brand of canned lima beans. Went on with my life: didn't need a lawyer, didn't need "compensation" for my brief feeling of "illness."
Far more people get real illnesses from restaurant food. But few people sue the restaurant, they most often just report the incident to the restaurant because: most restaurant owners are driven to protect their business which means protecting their customers. People sue: COMPANIES because they get the idea that they can be compensated for even minor discomforts.
In this story: at least the baking company got off with a "wake up call" fine and didn't (yet) get sued for a pile of money.
