When he said "We''re still paying attention. We understand," using this first-person plural pronoun "we," he gave me the impression that he was distancing himself from all responsibility.

If he really wanted to show his concern, really wanted to show his decisiveness and willingness to take responsible, he would have used the first-person singular pronoun.

j-whitman I saw the damage both storms caused, ya I am old enough to remember Camille. The damage from that storm was very bad but it covered much less of an area, and their were a lot less people in the area. This storm had a destructive swath that cover from Grand isle La to La Batra Al. Massive damage. I''m kind of amazed that more people did not get killed by the storm itself. Most of these poor people were killed by the engineering disaster that followed. It is hard to imagine the force, cause be water, can do some of the things it can do.
