The "surge" was supposed to be designed to achieve the 18 benchmarks Bush signed into law. Bush says the Surge is over. The Surge failed in DIPLOMATIC terms and not military terms (the troops successfully achieved an inadequate strategy where the State Department overestimated their capabilities and underdelivered in action) BECAUSE MOST OF THE BENCHMARKS WERE NOT COMPLETED OR EVEN SIGNIFICANTLY STARTED. No Oil Law, No effective Reconciliation law, No provincial elections, and most importantly the Iraqis have done little with their vast oil revenue to solve their own issues and run their own country. PERIOD.

Afghanistan: Today Karzai''s own office says

at least 70 civilians killed in our bombing.

OUR military: "We''re investigating."

"We''re investigating" = "Yup, we did it!"

Unoficial reports, 50 children

Persistence and commitment -- those will be the hallmarks of the historical evidence that President Bush was right about taking action in Iraq. A signed agreement between the two countries is another example of leadership and will provide the United States with a topping achievement.

Dont believe the spin. They are talking mostly combat troops, and no mention of the massive US bases, including the largest ever that will cost millions to operate and defend, let alone build. Bush will be benefiting a few million dollars from Iraqi oil long after his successor has started to address the mess.

A NEW REVERENCE FOR INTERNATIONAL LAW?

What is most interesting about the Russian invasion of Georgia is how exquisitely reverent Bush and Cheney and Rice and all the other architects of Bush''s war in Iraq have become about the principles of national sovereignty and territorial integrity.

Bush and minions are clearly indignant when Russia does, on a much-smaller scale, exactly what they did in Iraq. And compared with Saddam, Saakashvili was left in power (at least, so far).

Here on display is official Bush Double-Think in its full, Orwellian glory.

Rice is Exhibit A-- From her academic background, even Rice understands principles of international law matter a great deal in drafting a responsible US foreign policy.

As an educator in the California university system, Rice was also the first to insist the Communist bloc honor such principles, as well. Her area of specialty was foreign affairs, and the Soviet bloc, in particular.

But hitching her wagon-- pre-2000 election-- to the rising Bush star, Rice clearly forgot about such principles. So complicit did Rice become in the Bush conspiracy about Iraq, she was content to moan about the threat of a "mushroom cloud" and any other tale handed her for publication.
