Bush or the US troops setting off car bombs and remote-detonated bombs in civilian markets, at religious festivals, or in religious shrines. It is called depleted because the radiation is no longer sufficient to generate heat for the nuclear reactors. This does not mean zero, in fact it cannot reach zero, or anywhere near zero.

Anyone working in HazMat can tell you it is still not something you want laying around in your back yard, it is still a deadly radioactive material, and will cause cancers, tumors, birth defects, and other ugly health problems.
