Shaghai, China: GM's first Chinese Automotive Research and Development (R&D) facility, otherwise known as GM China's Advanced Technical Center. The facility sits on a 16.3 acre campus and work performed there will focus on advanced design, vehicle engineering, advanced powertrain development, urban mobility and manufacturing processes, and testing. Upon completion, the nearly 355,000 SF Advanced Training Center will consist of 62 testing labs and 9 research labs.
GM is anticipating completion of Phase 2 construction to be in the second half of 2012.

I was an American technologist in the cellular business for nearly 3 decades. To look for an answer to Steve Kroft's question "How did this happen?" I suggest two paths: 1) Start listing vendors who have tried to sell products to China only to come back on a return visit and see their product reverse engineered and duplicated with no respect for intellectual property rights. 2) remember the quote attributed to Lenin, "A capitalist will sell you the rope to hang himself with." The profit motive will give a company's management the incentive to sell whatever knowledge its employees have worked to discover and design. This happens every time manufacturing and now research are moved offshore. If a nation wants to have longer-term strategic thinking then the government has to be involved - private industry and its high-level decision-makers do not consider that their responsibility in my opinion.
I walked round my house searching for things made in china. Lo and behold, 98% e.g. clothes, shoes, electronics, furniture, etc are made in China. I am permanently boycotting everything that is Chinese from now on. I will strive to buy American only, whether it is possible or not (some US products use parts manufactured around the world).
