- Your report makes it clear what the FEMA flood insurance covers and what it doesn't. It's clearly an effort to change the use of 1st floors in buildings in this flood zone. If the homeowners in the story didn't read or understand what's written in their policy, it's their own fault they exposed their property to more damage than what was covered. I don't want my taxes to help them any more than what's in their policy - unless they agree to rebuild their house well outside the flood zone, to prevent future such damage. This is what mitigation is supposed to be about. These people seem to want to be allowed to make the same decisions over and over again, with taxpayers picking up the tab every time for repair. FYI there is a Monolithic Dome house in Pensacola Beach, Florida, which was built with its ground floor to be a garage, with big enough openings for a hurricane storm surge to pass through causing minimal damage. It has proven its worth. But it wasn't cheap, and isn't something most people in a storm-surge zone can afford. So most of us should move uphill and out of the way of storm surges.
