(His family today demands exhuming the presumed Booth for DNA comparison, but the US Government is stifling the attempt.) England was massing forces along the Canadian border preparing to enter the war when it ended. Stanton knew that if word got out that Lincoln's assasination had British involvment, the north would face a new war joined from renewed southern attacks and a 2 front war would end the union. Booth returned to the US to get legally married under his name several years later(the fiance demanded his real identity be used) then traveled to India where he spent the rest of his life in exile. It is said he shot himself but perhaps the US secret service caught up to him and closed final business with him.
A president with the common sense who knows when he has a war to fight he needs to find a way to fund it so comes up with a federal income tax system. Compare that with modern day Republicans who go off to 2 wars while cutting taxes.
