North Sea reserves are clearly within Scottish territory as defined by the UN Law of the Sea Treaty section covering EEZ. The Scottish Parliament actually has less political power than, to use US standards, individual counties within States. Having the power of a US state or one of the Lander in Germany was regard as unacceptable to the dignity of the English people. The UK prime minister demanded that option be with drawn from the future vote.
What is quite clear this will be no "dramatic CONCLUSION". The real question that is in the air is will the English annexation of Scotland end peaceully. I think Mr. Price's slight whining complaint "I won't even get a vote" suggests England's past behaviour in other countries has not reformed their character. The very suggestion that the people of Scotland should decide to end this forced union without English approval, seems to offend Mr. Price. As if Scots are not quite real people. And once you can think that way about a people there is no end to the wrong you are will do.
