If you want the names of who requested security and who denied security then try expanding your sources of information and get the facts from Fox News, The Daily Caller, Breitbart.com. World News Daily, The Washington Examiner, et al.
There were funds worth billions available that could have been used if it was requested. The major reason it wasn't budget related was the fact that there was no request for additional money as security levels were deemed sufficient.
