The president can submit a bill to congress anytime he likes. Perhaps it''s you who needs a civic lesson.

Oh and according to Tom Delay, Newt only shutdown the government down because he felt snubbed when Clinton made him and Bob Dole ride in the back of Air Force One.

The fact Al Gore was not elected in 2000 demonstrates the majority of American VOTERS rejected the Clinton agenda.

Yep, you were, without a doubt, obviously referring to the AMERICAN voters, meaning the popular vote and not the Electoral College. No other logical way to read this statement.

They shutdown the government because Bill said he wouldn''t sign their unfair budget which contain huge cuts in programs for the poor. So?

He slashed welfare. And before you say that was a republican idea, it was he that submitted it to Congress, not the republicans.

The balanced budget was something that Clinton was working on too and in fact made a campaign promise to do it. The fact that Newt added it to his Contract with America had nothing to do with actually getting it done. It simply would not have happened without Congress and the President working together. Credit where credit is due. Yes the republican Congress deserves credit for it, but equally with the Democratic President.
