The Senate could pass legislation giving funds to be used SOLELY for returning the troops.
Earlier, the senate passed a troop-funding bill (with a timeline for withdrawal), which Bush vetoed.
If they had simply not passed another funding bill the responsibility for the safe withdrawal of the troops would have rested squarely on Bush%u2019s shoulders because he had refused the funds.
They could pass a bill at anytime (within hours) giving additional funds for the withdrawal of the troops
Bush would have been forced to act (withdraw the troops) or be immediately removed from office and tried for dereliction of duty or worse, negligent homicide comes to mind.
If he was actually cruel enough to allow some of the troops to die just because he didn%u2019t get what he wanted, the people would probable carry out the first public lynching of a president in American history. - Reply to this comment

How do we get our troops out if the funds are cut off? Explain to me how that works. A withdrawal requires funding and planning.
We are all weary of the war and want out ASAP(except for Bush and his cult who would like to stay until he leaves office so someone else can clean up the mess).
The problem is that those opposed to the war and who have a simplistic view of things thought that a slim democratic majority could wave a magic wand and get us out without cooperation from some Republicans; the political math says otherwise.
I''m setting aside for this discussion the enormous moral and social implications of a Saigon-style precipitous withdrawal on the safety of our departing troops, the contractors, and the Iraqis aligned with us to just examine the practical politics of effecting a withdrawal.
The only way to trump Bush is with a bipartison and veto-proof Congressional majority. That won''t be accomplished by dumping on the democrats and giving the republicans a free pass, which is what most anti-war people have been doing. - Reply to this comment

Some of us always saw this. The same way we knew the yellowcake data was a mistake almost 6 months before the US press deigned to report it (the proof replayed on World News tonight for months before Bush or Powell ever gave a speech.)
The same way we noticed how Congress was giving blanket green lights to torture, rendition, the wire taps,detaining POWs, the Patriot act, etc --and even now with a Democratic Congress, more power to spying on Americans, a green light to continuation of Operation more of the same, and yes, we notice that the deadline for results keeps getting pushed further and further back as if Bush did not say we would know if the Surge worked in the Spring--in January. All of us are not blind, deaf, in denial or stupid, but....unfortunately for America there are not enough that are aware or brave and reactionary enough to make a difference. - Reply to this comment
